EX-SERVICEMEN OF INDIA SEEK JUSTICE WITH REGARD TO PENSION AND RESETTLEMENT
Respected Prime Minister,
Jai Hind.
1. There is tremendous resentment amongst the EX-SERVICEMEN in the Country, on account of their pain & anguish brought about by years of neglect & apathy by the Govt. of India, in not addressing the various issues relating to their pension & resettlement. And, as a result of popular upsurge, on account of gross injustice meted out the personnel of the Defence Services and Ex-Servicemen; on announcement of the 6th Central Pay Commission, the INDIAN EX-SERVICEMEN MOVEMENT (IESM) came into being. The Indian Ex-Servicemen Movement is a crusade, committed to fight for the WELFARE and WELL-BEING of Ex-Servicemen and our foremost demand is that Govt. grant MILITARY PENSION by way of ONE RANK, ONE PENSION.
2. In order to draw the attention of the Govt. of India for the amelioration of their problems relating to pension & resettlement; Ex-Servicemen in large numbers, led by Generals, Admirals and Air Marshals took part, in the following events all over the Country, viz.
(a) A silent Memorial Service paying Homage to Martyrs at War Memorials, on Sunday, 27 April 2008;
(b) A token one day FAST FOR JUSTICE on Tuesday, 27 May 2008;
(c) A MARCH FOR JUSTICE on Sunday, 06 July 2008.
(d) A token one day FAST FOR JUSTICE on Monday, 20 Oct 2008;
(e) A relay FAST FOR JUSTICE at Jantar Mantar, Delhi, commencing on 16 Dec 2008;
(f) Depositing of Medals with the President of India on Sunday, 08 Feb 2009; and till date over 25,000 Medals have been returned & deposited in the Rashtrapathi Bhawan.
3. It is unfortunate that, despite the fact that the aforementioned events, viz. ‘Homage to Martyrs’ and ‘Fast for Justice’ and Return of Medals, organized by Ex-Servicemen in scores of cities & towns all over the Country, were well covered by the Print & Electronic (TV) media and received overwhelming response from the General Public; the Govt. of India continues to display an Ostrich like attitude in ignoring the simmering discontent of millions of Ex-Servicemen through out the length & breadth of the Country. Such a callous attitude by the Govt. of India towards its Ex-Servicemen does not bode well for the well being of the Nation; for it goes without saying that all this is having an adverse effect on the Morale of the Defence Services, as the ‘Men in Uniform’ ie. Serving Soldiers, watch in silence the injustice meted out the Military Veterans (a vast majority of whom are their elder brothers & fathers), fully aware that what has befallen the Ex-Servicemen today, would be their plight tomorrow when they retire; and one can hear the Men in Uniform say: AAJ UNKE SAATH, KAL HAMAARE SAATH.
4. It is due to the dedicated & committed efforts of IESM that ONE RANK, ONE PENSION has been brought centre stage. So much so that, even Her Excellency, the President of India, in her address to the joint session of Parliament, on 04 June 2008, stated that ONE RANK, ONE PENSION was under consideration and that a Committee of Secretaries headed by the Cabinet Secretary has been tasked to study the feasibility of granting ONE RANK, ONE PENSION. Unfortunately, the hopes of 2.5 million Ex-Servicemen were severely dashed with the publication of the Committee Report in end June 2009, which in short said NO to the grant of ONE RANK, ONE PENSION.
5. As Chairman of IESM representing the aspirations of 2.5 million Ex-Servicemen, spread all over the Country, I would like to impress upon you five salient points:
(a) Military Service & Service conditions are UNIQUE, meaning that they are entirely different and incomparable with that of a civilian in Govt. service; and hence, the pay & pension rules & regulations applicable to a Soldier CAN NOT be compared or equated with that of a civilian in Govt. service. Any comparison would not only be odious; but would amount to negation of concept of Military Service, as the two are as different as chalk and cheese.
(b) Why “ONE RANK ONE PENSION”. ‘One Rank One Pension’ implies that uniform pension be paid to Armed Forces personnel retiring in the same rank with the same length of service, irrespective of their date of retirement and any future enhancement in the rates of pension be automatically passed on to the past pensioners. Military Service is UNIQUE, with a highly demanding 24 by 7 work culture under hostile environments; and secondly, Military Service is the only Service wherein a Jawan is bundled out at the young age of 35, when he has a wife, two small children, unmarried sisters & parents to be taken care of; without the STATE bothering to give him an alternative employment. It is absolutely callous. A young man who joins Govt. service in civil as a LDC or a Police constable; serves comfortably till the age of 60 years and retires in a much higher position with a good amount as pension. Not so in the case of a Jawan. 85% of the Sepoys retire as Sepoys only after 15 years service. Most civilians who retire at 60, would live to see only one Pay Commission after retirement, considering their longevity to be 70-75 years and may be a few, two pay commissions; but a Sepoy would live to see nothing less than four Pay Commissions after retirement. ‘ONE RANK, ONE PENSION’ is equally applicable to Officers, as bulk (85%) retire in the rank of Colonel, at the age of 54 years; thus losing out on pay for six years & enhanced pensionary benefits. It is the older pensioners of the Army, Navy & Air Force who are the worst sufferers. It is not only the serving soldier that the STATE is duty bound to take care of; but also the Veterans who have sacrificed their youth in service of the Nation with no other thought but, DUTY, HONOUR and COUNTRY.
(c) The Parliamentary Standing Committee on Defence, comprising 44 eminent Members of Parliament, had in their Report to Lok Sabha on 19 Aug 2003, strongly recommended the grant of ONE RANK ONE PENSION (OROP) to Ex-Servicemen. Para 99 of the said Report is reproduced below:
“The Committee has been recommending grant of `ONE RANK ONE PENSION’ to the armed forces personnel time and again. The Committee observes that successive Governments and Pay Commissions have made improvements in the pension structure keeping in view the cost of living index. This has accentuated the disparity of pensionary benefits between pensioners of the same rank. The older pensioners who have become infirm in ability and capability and burdened with a larger social obligation receive pension calculated at the rate of pay at the time of their retirement in 1950s or 1960s or 1970s, which is quite paltry and the Dearness Relief quite inconsequential in today’s context of inflation and shrinking purchasing value of money. The nation must repay its debt to those Defendents of the motherland with gratitude and humility. We should, instead of, looking for precedents in this regard, create precedents for the others to emulate. Any amount paid in this regard would be small token of our gratitude to them. The Committee, therefore, once again reiterates their earlier recommendation for providing `ONE RANK ONE PENSION’ to the armed forces personnel”.
(d) On detailed study & analysis of the 21 pages Report dated 30 June 2009, on ONE RANK ONE PENSION (OROP), by the Committee of Secretaries headed by the learned Cabinet Secretary, it would be crystal clear that, the Committee of Secretaries who were tasked to study ‘the feasibility of granting OROP’, have in fact arrogated to themselves the onerous duty of deciding ‘as to why OROP can not be granted & should NOT be granted to Ex-Servicemen’ by submitting a Report, which at best can be called ‘a litany of half truths’ with serious intent of obfuscation of truth; with the sole aim of misleading & misguiding the Ministers & Members of Parliament, by substantiating their illuminating recommendation, viz. OROP can not be granted to Ex-Servicemen, on the specious grounds that, ‘if OROP is granted to Ex-Servicemen, grant of OROP to civilians in Govt service, too, would have to be conceded, as both Civilian and Military Pensioners are governed by the same set of Pay & Pension regulations’. Nothing can be farther from the truth. And to put it mildly, the Committee of Secretaries (CoS) headed by the learned Cabinet Secretary has been ‘economical with truth’ by selectively quoting only adverse recommendations of Committees, Ministries & judicial verdicts, viz. saying, Ministry of Law opined that “the issue had come up for consideration before the Supreme Court in a number of cases, wherein the Ex-Servicemen has not been found to be entitled to ‘One Rank One Pension’ under the existing legal regime” and CoS going on to deliberately misquote the Supreme Court as saying, “This may entail discrimination, offending the principles of equality before law as enshrined in our Constitution”, and also that “That may amount to treating ‘unequal’ as ‘equal’, if all of them are to be treated alike by providing same pension, while ignoring their respective variations in length of service and average pay”. The point to note here is that the malicious intent of the Committee of Secretaries comes to the fore, by their quoting Supreme Court judgements not relevant to the subject, fully aware that that the Supreme Court had said so, ie. Grant of ONE RANK ONE PENSION is not feasible, only in the case of pensioners with ‘variations in service’; when, the same is NOT applicable in our case; as we have all along been asking for ONE RANK ONE PENSION, only in respect of pensioners of same rank with EQUAL length of service, irrespective of their date of retirement. The Report is an Obfuscation of Truth, because, nowhere in their Report, is there any mention regarding the ‘Report by the Parliamentary Standing Committee on Defence, strongly & repeatedly recommending grant of ONE RANK ONE PENSION to Ex-Servicemen’.
(e) India is a Democratic Country; and, in a Democracy, the Country is governed by the ‘elected representatives of the people’, viz. Members of Parliament, who go on to form the Council of Ministers. And, it is the Council of Ministers and Members of Parliament, who after due discussion & deliberation of various issues, frame laws, rules & regulations for the efficient governance & administration of the Country; keeping in mind the concerns of National Security and the welfare & well-being of the people, who are SUPREME.
6. Civilian control over the Armed Forces in a Democracy, DOES NOT mean control by the Bureaucrats. Hark back to history of the Sub-Continent: when things went wrong in 1962, it is only the ‘heads’ of Ministers and the Soldiers at the helm, which rolled and NOT of any Bureaucrat. And hence, it is high time that the Hon’ble Prime Minister realized that the Question of ONE RANK ONE PENSION and resettlement of Ex-Servicemen can not be allowed to fester any longer and needs his personal attention. In the garb of exercising civilian control over the Armed Forces in a Democracy, successive Govt. in power have not only diluted the Combat Effectiveness or Worthiness of the Armed Forces, but also lowered its stature & image in the eyes of the public. And, one is thus reminded of Francis Quarles' poem:
God and the soldier, all men adore,
In time of danger and not before;
When the danger is passed and all things righted,
God is forgotten and the soldier slighted.
7. To do justice to the demand for grant of MILITARY PENSION by way of ONE RANK, ONE PENSION; and to address the Question of resettlement of Ex-Servicemen in a manner that is fair & square; the IESM requests the Hon’ble Prime Minister to convene a JOINT PARLIAMENTARY COMMITTEE [JPC] by 15 Apr 2010, to study the subject matter in its entirety and submit its Report within sixty days (ie. by 15 Jun 2010). And, it is also requested that the JOINT PARLIAMENTARY COMMITTEE [JPC] be assisted by a Group of Military Veterans comprising retired Officers of the Army, Navy & Air Force who would be better suited to brief and advise the JOINT PARLIAMENTARY COMMITTEE [JPC] on all matters relating to Pay, Pension & Service conditions in the Armed Forces. We also request that we, IESM, be consulted while nominating the Group of Military Veterans, meant to assist & advice the JOINT PARLIAMENTARY COMMITTEE [JPC].
8. It may kindly be noted that WE, the Ex-Servicemen in India, have resolved that WE WILL achieve our Goal, before 31 Dec 2010. And, it may also kindly be noted that whatever WE do, our struggle will be WITHIN the bounds of LAW. As Ex-Servicemen WE realize that WE can not pelt stones; WE can not burn buses; WE can not indulge in RAASTA ROKO; WE can not indulge in TRAIN ROKO. Then what are the options left open to us and what is it that WE can do that WE remain within the bounds of Law? Simple, adopt Gandhian methods. To start with, this Memorandum is being signed by Ex-Servicemen in their own BLOOD, to impress upon you that WE the Ex-Servicemen are indeed anguished & pained to resort to this; and to request you to please take note of our pain & anguish and initiate immediate steps to ameliorate the same. WE the Ex-Servicemen also take this opportunity to inform you Sir, that in case our request for amelioration of our problems relating to Pension and Resettlement are not suitably addressed, WE the Ex-Servicemen, all over the Country, will be forced to further intensify our struggle; and the next and final step would be to launch a nation wide Satyagraha, undertaking FAST UNTO DEATH, commencing on 02 Oct 2010.
9. In the light of above, WE, the Ex-Servicemen of India, request you Sir, our Hon’ble Prime Minister, to show sagacity & perspicacity by taking bold decisions with regard to the welfare & well being of Ex-Servicemen, in the interest of the Nation; as any lowering of Morale of either the serving soldier or that of Ex-Servicemen, would seriously impinge and impact National Security.
10. To end, I most humbly request you Sir, to please grant us an appointment / audience at the very earliest, so that WE can express our pain & anguish in person.

Signing of Memorandum to the Hon'ble Prime Minister in Blood

Signing of a Memorandum in BLOOD by GAURAV SENANI, ie. Ex-Servicemen is a serious & solemn affair. Affixing the signature in Blood, more than once, takes the sheen off the seriousness and solemnity of the very purpose of signing the Memorandum. In my humble opinion, if you sign more than once in Blood, it loses its value. It would then be counter-productive.
As explained in my SOP, the GAURAV SENANI in Karnataka are going to sign only ONCE in blood. And, it is Memorandum to the Hon'ble Prime Minister that would be signed in Blood.

Major General Promoted after 15 yrs..AFT
A Major General, who retired 15 years ago, has been granted promotion to the rank of Lt General by the Armed Forces Tribunal here.After the Tribunal order, Maj Gen Devendra Nath Verma, a former Signals officer who retired on September 30, 1995, will “notionally” become a Lt General and would be given all pensionary and financial benefits attached with the promotion.
"Since the petitioner has retired, he may be granted notional promotion to that of a Lt General with effect from October 1, 1995, and the financial consequences that would have accrued to him had he been in service, including that of pensionary benefits," a two-member Bench headed by Tribunal chairperson Justice AK Mathur said.
Demanding quashing of his retirement, Verma had petitioned that service extension of three months given to another officer, Lt Gen PD Bhargava (retd), was stage-managed, which denied him the opportunity for promotion to the rank of Lt General.
Verma also contended that the three-month extension given to Bhargava was not recommended by the Army but was granted suo motu by the Defence Ministry. Agreeing with Verma's contention, the Tribunal said the granting of extension to Bhargava was “totally unjustified and ultra-vires”. — PT

Hello how are you? I would like to share some thoughts with you. It is regarding retired service officers in their capacity as domain experts unwittingly giving away information which is used to the hilt by these upstarts Defence Correspondents in the TV media and passed on by them as their analysis . Over a period of time they call shots and our experts appear as pedestrians and look for explanations.There was an unfortunate crash of an ac of Navy aerobatics team yesterday. So as usual the press went after it.{ old saying of man biting dog) Notably Head Lines and the other one where that Arnab Goswami Channel. I am against those two upstarts called Aroor and Menon or some one who is at tandem with Aroor I think Shiv. They got hold of one Air Marshall Ahluwalia to give expert opinion in this case.. Here is my lament. These experts from the services are either too gullible or naive. The so called defence correspondent of these channels are too clever. They extract as much technical information/ forces jargon as possible from these experts and wait for something similar to happen on a future date and then reel off their expert opinion and pass it off as their own when rhe next incident happens and possibly put the next expert from the forces in the dock by surprise questions.. There was no requirement for Ahluwalia in this case to get into technical details of flying and saying" we have the platform in terms of aircraft and then we have the man flying it and both ought to have coordination and so on......... The other expert even talked of ailerons and how they come into play in these manoeuvres . Why cant they just say that the aircraft and crew have been well tested and let us wait for investigation. The Air Marshall does not need to prove his mettle/ability to these upstarts. Same thing happened during so called land scam. Our "experts" taught these upstarts DSR and these people quoted it every now and then eg These upstarts will say we know DSR does not permit junior officer to sit in Cof I.............. and the listening public will say wah wah they know about rules in the forces real experts yaar. (Incidentally in the instant case it was AR180 which was not applied and I do not understand how JAG/MG Adm Eastern Command let it go like that. this is entirely different matter). The DSR is a secondary issue. But our" Defence Correspondent" managed to portray themselves as guardian angel and expose corruption and inefficiency in the" Services"
Some how we need to tell these regular experts of ours to keep their wisdom to themselves and talk every thing under the sun except contribute to quarter baked knowledge of these up starts. The idea should be to make the ilks of Aroor and Shiv look foolish every time they talk on defence matters. I feel you are the best person to convey these views in any manner you deem appropriate. I just feel I owe it to the Organisation which is looking after me even today and to my colleagues like you who have held on to cherished value systems .

(Incidentally in the instant case it was AR180 which was not applied and I do not understand how JAG/MG Adm Eastern Command let it go like that. this is entirely different matter). The DSR is a secondary issue. But our" Defence Correspondent" managed to portray themselves as guardian angel and expose corruption and inefficiency in the" Services"
Some how we need to tell these regular experts of ours to keep their wisdom to themselves and talk every thing under the sun except contribute to quarter baked knowledge of these up starts. The idea should be to make the ilks of Aroor and Shiv look foolish every time they talk on defence matters. I feel you are the best person to convey these views in any manner you deem appropriate. I just feel I owe it to the Organisation which is looking after me even today and to my colleagues like you who have held on to cherished value systems .

A day after locking horns with Manmohan Singh during the Presidential Address debate, senior BJP leader L K Advani on Thursday said the Prime Minister had breached Parliamentary propriety by making "false" claims that enhanced pension announced for army personnel had been met.
"Advani informed BJP MPs about PM's claim in Lok Sabha on Wednesday that the government had implemented its decision on enhancement of pension to JCOs and Jawans. No JCO or Jawan has received any such orders. This is a very serious matter of Parliamentary impropriety," senior party leader M Venkaiah Naidu told reporters, quoting Advani.
Advani, who is Chairman of BJP Parliamentary Party, was speaking at a meeting of the BJP MPs here. He cited a letter written by Maj Gen (Retd.) Satbir Singh, vice chairman, Indian Ex-Servicemen Movement, where the latter had mentioned the July 6, 2009 order.
Manmohan Singh had intervened several times yesterday while Advani was replying to the Presidential Address in the Lok Sabha, including on the issue of enhancement of pension to ex-servicemen.
Advani had yesterday pointed to Singh's Independence Day speech in which he had referred to steps regarding the demand of ex servicemen relating to 'one rank one pay'.
Singh said whatever promises have been made were delivered by the Government and that Advani "should not create a rift between the Services and the Government".
"Advani said that the Prime Minister should have studied the matter properly and then spoken on it. This impropriety should be taken seriously," Naidu said.
Government had earmarked Rs 2100 crore per year for the benefit of 12 lakh JCOs and jawans.
Advani praised his party MPs for their performance in Parliament on cornering the government on price rise. On the future strategy, he said the Kashmir issue and US "pressure" on India's foreign policy matters should be emphasised by BJP in Parliament.
"Advani said our complaints are not against the US but against our government's tendency to bow under international pressure. The Saghir Ahmed report on autonomy to Jammu and Kashmir gives the impression that the government will buckle under pressure," Naidu told reporters.
The senior BJP leader also said Home Minister P Chidambaram's recent statement on allowing return of Kashmiri militants from Pakistan-occupied Kashmir would lead to "disastrous consequences".
Advani also patted BJP and NDA state governments which had done well in terms of GDP growth.
"The Central Statistical Survey figures show the five top-most states are BJP and NDA-ruled. Gujarat tops the list, followed by Bihar, Uttarakhand and Jharkhand. The fifth is Orissa," Naidu said.
BJP maintained that it had not worked out any floor co-ordination with other opposition parties on taking on the government but had no problems in working with them.
On the proposed Women's Reservation Bill, likely to be tabled on March 8, Naidu said BJP would support the legislation, even though some NDA allies are opposed to it.

As a follow up of my last mail, I could see that on 3.3.10 Mr Advani did ask the PM on the OROP issue on the floor of the parliament and the reply from the PM was not specific to the question. He only said that whatever was promised in the Budget Speech in 2009 has been implemented.Here is the cue for all of us to see and understand. The President said something-committee was formed-the committee did not recommend OROP- the reasons cited were not adequate or convincing- the FM says something on the subject in his budget speech in 2009-the PM says on 3rd Mar.10 that OROP as said in the budget speech is completed.We all en-mass or individually can send emails to all MPs opp+ruling party.In case no response then follow up again and continue to send mails till their inboxes are full . This may appear to be a naive suggestion but is a MUNNABHAI approach in my view.
We need to understand that out of approx 20 lacs ESM our membership is only about 6000.We are all old above 60 yrs of age .In our prime age we had contributed tremendously to the society though the present age society perhaps needs further contribution to it from us.The PM or the DM or the Government as a whole would take no note of our presence as we are no where a votebank or a significant lot.The commitment of our Government is not total as that of the President of the USA who expressed total commitment towards his country's servicemen. We have to find ways & means to be heard by the people who wield power. The present society generally wants its old people to go to old age homes while some in the same society do respect&love their elders and keep them under the care of the family till the end.Our Government too thinks about us in the same way so to be heard some thing new has to be done.My way of Munnabhai is there , & each one of us can think about more novel ways to make us heard in the corridors of power .

This morning I read in the newspapers that in reply to Mr LK Advani's question regarding `One Rank One Pension' (OROP) for Ex Servicemen (ESM) the PM was miserly with the truth when he told the House that "whatever the Govt promised has been implemented". It is eight months since the Finance Minister announced that" the longstanding demand of OROP of ESM is being implemented and allocated Rs 2140 crores. But no one has been given a sausage so far. Secondly, the PM and FM do not seem to want to understand the meaning of OROP despite numerous representations being submitted to everyone giving the definition and the basis for demanding it.
The second news item is regarding the recommendation by our elected representatives that the highest reward the country can give ie., the Bharat Ratna, be awarded to Sachin Tendulkar. I too agree that some such award should be awarded to him as he is an icon that our youngsters should model themselves on. But what happens to the conscience of our lawmakers when they cannot bring themselves to recommend Field Marshal Sam Manekshaw for the Bharat Ratna. Isnt it time that all the elected representatives across party lines, in Central and State legislatures, demand from the government in power to make amends immediately. Is it that the soldier who brings glory and victory to the country can never measure up to the highest award? Or is it that the Field Marshal deserves a higher award that has yet to be instituted?

EX-SERVICEMEN DEPLORE PRIME MINISTER’s STATEMENT
1. The Executive Committee of the All India Defence Brotherhood (Regd) in a meeting today strongly deplored the answer given by the Prime Minister to a question raised in the Parliament on 03 March by Hon’ble Shri LK Advani , Chairman of the NDA , as to why the ‘’One Rank One Pension’’ (OROP) had not been implemented. The Hon’ble Prime Minister, Dr. Manmohan Singh made a WRONG statement on the floor of the House, which was telecast live by the Lok Sabha TV Channel ,that the enhancement of pensions to JCO’S and Jawans announced by the Govt on 06 July 09 had been implemented.
2. The fact is, till today, NO Jawan or JCO has received due enhancement of their pensions. Even the Service HQs, where an inquiry was made, have confirmed that NO orders for enhancement of pensions of JCOs and Jawans, as announced by the Govt on 06 July 2009 have been received. Only pre 5 the Pay Commission(1996) retirees have been brought closer to post ’96 retirees . PARITY BETWEEN PRE AND POST 6TH PAY COMMISSION RETIREES HAS NOT BEEN ADDRESSED AT ALL. To cover up his govt’s neglect of the defence forces, the PM blatantly accused Mr Adavani of trying to create a rift between the govt and the Defence Forces by raising such a question , even though it was a most pertinent one for the ‘Morale’ of the latter , which is a ‘Battle Winning’ factor .
4. As per the Hon’ble Supreme Court’s ruling, ‘Pension’ is ‘Deferred Wages’ for the ‘Services Rendered’ (earlier). Irrespective of their date of retirement, two persons who rendered the same service, both in terms of ‘Quality’ and ‘Quantity’ should get the same ‘Deferred Wages’ (Pension). In the Defence Forces the ‘Quality’ of service is defined by the ‘Rank’ attained and the ‘Quantity’ by the length of service under similar ‘Determinants’ of Pension. Hence the demand of the O R O P, which goes back to 1980s and had been accepted ‘in Principle’ by many Prime Ministers including Mrs Indira Gandhi , Mr VP Singh and Mr AB Vajpayee, etc . Unlike the Civilians , the Soldiers are the only people whose everything depends upon “Ranks”, whether it be, age of retirement , length of service in a ‘Rank’. etc .The world over ‘’ Ranks’’ conform to internationally accepted norms, e.g. a Battalion is commanded by a Lt Colonel/ Colonel and a ship by a Captain. If their everything depends upon ‘’Rank’’, their pension should also depend upon it ,irrespective of their date of retirement. An old Naib Subedar, who has enormous responsibilities, gets LESS pension than a newly retired Civilian ‘Chaprasi’ (Peon). An old Sepoy gets much less than a newly retired Sepoy. IS THIS JUSTICE ?
5. Mrs Sonia Gandhi , the Congress President promised, in a vast Ex-Servicemen’s ‘’Rally’’ in November 2002, to grant them One Rank One Pension if voted to power. Tragically that promise has NOT been fulfilled. Reference to OROP was also made in their 2004 election manifesto .
6. The ‘Standing Committee on Defence’ (13th Lok Sabha) in its “20th Report had strongly recommended implementation of OROP and even to make a ‘Precedent’ in this regards . This Report was tabled in both the houses of the Parliament by December 2003 . It thus has the sanction of the Parliament . But unfortunately it has not been implemented till date . Denying the OROP at this stage is gravely unjust.
7. Misguiding the Parliament and the Nation, by no less a person than the Hon’ble Prime Minister of India ,is a very serious matter of impropriety. The Bureaucrats have again connived by wrongly advising the Prime Minister, which is condemnable . We strongly protest and request the PM to honour the commitments made on One Rank One Pension.

Only pre 5 the Pay Commission(1996) retirees have been brought closer to post ’96 retirees . PARITY BETWEEN PRE AND POST 6TH PAY COMMISSION RETIREES HAS NOT BEEN ADDRESSED AT ALL. To cover up his govt’s neglect of the defence forces, the PM blatantly accused Mr Adavani of trying to create a rift between the govt and the Defence Forces by raising such a question , even though it was a most pertinent one for the ‘Morale’ of the latter , which is a ‘Battle Winning’ factor .
4. As per the Hon’ble Supreme Court’s ruling, ‘Pension’ is ‘Deferred Wages’ for the ‘Services Rendered’ (earlier). Irrespective of their date of retirement, two persons who rendered the same service, both in terms of ‘Quality’ and ‘Quantity’ should get the same ‘Deferred Wages’ (Pension). In the Defence Forces the ‘Quality’ of service is defined by the ‘Rank’ attained and the ‘Quantity’ by the length of service under similar ‘Determinants’ of Pension. Hence the demand of the O R O P, which goes back to 1980s and had been accepted ‘in Principle’ by many Prime Ministers including Mrs Indira Gandhi , Mr VP Singh and Mr AB Vajpayee, etc . Unlike the Civilians , the Soldiers are the only people whose everything depends upon “Ranks”, whether it be, age of retirement , length of service in a ‘Rank’. etc .The world over ‘’ Ranks’’ conform to internationally accepted norms, e.g. a Battalion is commanded by a Lt Colonel/ Colonel and a ship by a Captain. If their everything depends upon ‘’Rank’’, their pension should also depend upon it ,irrespective of their date of retirement. An old Naib Subedar, who has enormous responsibilities, gets LESS pension than a newly retired Civilian ‘Chaprasi’ (Peon). An old Sepoy gets much less than a newly retired Sepoy. IS THIS JUSTICE ?
5. Mrs Sonia Gandhi , the Congress President promised, in a vast Ex-Servicemen’s ‘’Rally’’ in November 2002, to grant them One Rank One Pension if voted to power. Tragically that promise has NOT been fulfilled. Reference to OROP was also made in their 2004 election manifesto .
6. The ‘Standing Committee on Defence’ (13th Lok Sabha) in its “20th Report had strongly recommended implementation of OROP and even to make a ‘Precedent’ in this regards . This Report was tabled in both the houses of the Parliament by December 2003 . It thus has the sanction of the Parliament . But unfortunately it has not been implemented till date . Denying the OROP at this stage is gravely unjust.
7. Misguiding the Parliament and the Nation, by no less a person than the Hon’ble Prime Minister of India ,is a very serious matter of impropriety. The Bureaucrats have again connived by wrongly advising the Prime Minister, which is condemnable . We strongly protest and request the PM to honour the commitments made on One Rank One Pension.

Squadron Leader Mahinder Singh Pujji joined the RAF in 1940 looking for an adventure. Now aged 91, he tells DAVID MILLS how he became the eyes of the army.
WHEN 22-year-old Mahinder Singh Pujji spotted an Indian newspaper advert calling on pilots to join the RAF in 1940, he eagerly volunteered.
But the Shell Oil refuelling superintendent had not heard much about Hitler, nor did he know much about the war.
Sqn Ldr Pujji always wanted to fly and his dream was realised when he got his pilot licence in 1937 after serving an apprenticeship with Himalayan Airlines.
His employers gladly released him to join the RAF, stating he could have his job back, if he returned alive.
Sqn Ldr Pujji went on to fly 25 different types of aircraft, including Spitfires, Hurricanes and Tomahawks.
He had more than one dice with death and his military achievements led him to meet world leaders such as Winston Churchill, Gandhi, King Farouk of Egypt, King George VI and Queen Elizabeth II.

Sqn Ldr Pujji, who lives in sheltered housing in The Grove, Gravesend, has written a book about his experiences during the war called For King and Another Country, due to be published later this year.
His father, one of the few Indian senior officers in government during the Raj, did not agree with his son’s choice to join the RAF.
He said: “My father said there's no sense in what you have done.
“Why have you decided to leave your comfortable, good, well-paid job and take unnecessary risk?
“My father wasn't interested in the war effort. We had hardly heard of Hitler. I joined because I wanted an adventure in flying.”
After arriving in Britain as one of 24 Indian pilots, he undertook military training and soon discovered a cause to fight for.
Sqn Ldr Pujji said: “What happened between 1940-41 converted me. London was being bombed day and night.
“The Germans created havoc all over the UK. That's why I felt I was fighting a just cause. I knew why the war broke out and who Hitler was.
“Why did Britain go to war? It went to war to save Europe and I went to war for Britain. I saw the people here and had admiration for them.”
Sqn Ldr Pujji was the only fighter pilot in the world allowed to keep his turban on while he flew.
He had RAF wings attached to it especially, and believes it saved his life when his plane encountered difficulties flying over the English Channel and crashed into the white cliffs of Dover.
He said: “Every day was a question of life and death. Every flight we made we weren’t sure we were going to come back.
“It's a job which can't easily be described, escorting convoys over the English Channel, going over occupied countries looking out for enemies, escorting bombers and making interceptions, which was the most important and dangerous.
“In one minute we would have to be strapped in and up in the air ready to meet enemy fighters. This was three to four times a day, throughout six months.”
Sqn Ldr Pujji had another lucky escape when he was shot down by Rommel’s army in the Western Desert in north Africa.
He said: “I didn't know what to do. I wasn't on fire, I didn't get hurt. I knew if I carried on north I would get to the Mediterranean, but any other direction I knew nothing.
“I gave up and sat on top of my plane and after a while I saw a cloud of dust, I did not mind who it was picking me up, Germany or Britain.
“I started waving my shirt and luckily it was the British.”
But his most incredible achievement was in Burma, where he rescued 300 American soldiers surrounded by Japanese troops in the jungle, which won him the Distinguished Flying Cross.
Father-of-three Sqn Ldr Pujji said: “There was panic, the American air force tried for two days but couldn’t find them. They knew they were running short of rations and ammunition.
“The RAF tried but couldn't find them. I was approached, they said: ‘Pujji, we hear you're the eyes of the army, there are 300 troops without adequate safeguard, can you and your boys try and locate them?’ “I won't tell you how I did it. It's in the book.”
ETHNIC MINORITIES AT WAR
The contribution of ethnic minorities to Britain’s efforts during the Second World War is often understated.
From a population of more than 380 million, two-and-a-half million soldiers came from India, with more than 200,000 from east Africa and around 150,000 from west Africa.
As well as a fighting a major campaign in Burma, Indians saw combat in north Africa, Eritrea, Abyssinia, the Middle East, the Far East and Italy.
Some joined the Royal Indian Air Force or the Royal Indian Navy while thousands of women signed up to the Women’s Royal Indian Naval Service or the Women’s Auxiliary Corps.
India suffered huge casualties from the war, with around 36,000 volunteers either killed or reported missing; more than 64,000 were wounded, and almost 80,000 were captured as prisoners of war.
Thirty Victorian Crosses, the highest military decoration, were awarded to members of the Indian Army in the Second World War.

Sub: Sukna Land Case C of I and its impact
The AFT has ruled that the Court of Inquiry held to inquire into the Sukna case be reopened to allow Gen. Avadesh Prakash to cross-examine the witnesses who deposed in the inquiry. This means that entire findings,conclusions and recommendations of the C of I could be turned 180 degrees around.
The AFT ruling is based on Rule 180 under the Army (and also Air force and Navy Acts) which lays down that ( The rule is so well known to us that I can still reproduce it almost verbatim 24 years after my retirement!) "when the Court, after examining a witness, is of the opinion that an individual is likely to be blamed or his reputation is likely to be affected, the entire proceedings of the C of I are read out to him. He is asked to be present during the entire later part of the proceedings of the Cof I and to make any statement in his defence and cross-examine any of the witnesses he likes or produce more witnesses on his behalf or more evidence in his favour." Since this procedural lapse took place in the Cof I which held Lt.Gen. Prakash to be blamed, the AFT ruled the way it has and there was no other way it could have ruled. Even the erstwhile 'Pilot Officer' or Second Lt. would know this rule back to front!
All of us have done scores of Cof Is in their careers and Rule 180 is like one of the 'Commandments' of the Bible on a Cof I. How can this fundamental principle be ignored by the Cof I, presided over by an officer of the Rank of Lt.Gen and other officers of the rank of Brigadiers who constituted the Court? And what about the staff officers scrutinising the completed proceedings of the Cof I at the Unit and Command/Corps Hq level and Army Hq? How could such a long line of officers with many years of service overlook this simple procedural lapse? This may lead to the conclusion that the Findings, Conclusions and Recommendations of the Cof I were predetermined.
Irrespective of how the AFT Ruling affects Lt. Gen. Prakash, the impact of this on other areas will be:
1.At least one thing for the services to rejoice about is that AFT has proved itself to be capable in the first big case it has handled. and therefore can be trusted to hand out justice.
2. Make all the serving and retired personnel not only of the Army but also those of the other arms of the defence forces, hold their head in shame!
3.This dirty linen is being washed in public (in the Media). As it is, the Armed Forces seem to have lost their earlier glory and this very slip is sure to make them a laughing stock in the eyes of the general public.
4. The serving officers, especially the junior ones, will loose faith in the justice dispensation of the defence forces, leading to a lowering of the morale. They will think if this can happen to an officer of the rank of Lt.Gen., what justice can lower rank officers can expect from the organisation?

I have been out of active participation in the IESM for almost a month. I have fully recovered from my ailment.I am catching up with the planned activities of IESM. I do have some doubts and hence this mail.
I am not very clear as to what the plans for signing of the memorandum in blood on 14 march? Is it going to be done centrally at Delhi? Is the memorandum going to be submitted on the same day to the President and PM? Are the State conveners expected to get the signatures from ESM and forward it to IESM Hq ?.
I Want to put the following points for the Governing body's Consideration.
Taking out 2 cc of blood (as Done by Ravi Pathak) for signing the memorandum may not be advisable on the following counts.
(a) Large quantity of blood will be wasted.
(b) The signing by ESM Can not be done under the glare of Media.(Media coverage of the activity is very vital for our
cause.)
Proposal for consideration
Instead of signing we may think of putting a blood mark next to the signature of the ESM.The blood Mark, of the Left
hand index finger of the ESM by piercing the left hand index finger using a sterilized needle.
This will consume less time and can be done easily under the glare of the media with minimum wastage of valuble
blood.
Let us organise IESM rally all over India with the help of State and district Convenors on a particular day with Maximum
attendance. Where possible members of Governing body may visit the various district / state venues and address the
gathering.
The signed memorandum from the district / States may then be taken across to Delhi and handed over to The President
and the PM.
For organising such a rally the core group members will need to be present in their place and hence the rally may be organised
giving a minimum of one week gap between the core Gp meeting and the rally.

Proposal for consideration
Instead of signing we may think of putting a blood mark next to the signature of the ESM.The blood Mark, of the Left
hand index finger of the ESM by piercing the left hand index finger using a sterilized needle.
This will consume less time and can be done easily under the glare of the media with minimum wastage of valuble
blood.
Let us organise IESM rally all over India with the help of State and district Convenors on a particular day with Maximum
attendance. Where possible members of Governing body may visit the various district / state venues and address the
gathering.
The signed memorandum from the district / States may then be taken across to Delhi and handed over to The President
and the PM.
For organising such a rally the core group members will need to be present in their place and hence the rally may be organised
giving a minimum of one week gap between the core Gp meeting and the rally.

Then the unwritten practice of the Courts, the Legislative and the Executive of denial cannot be awept under the table in the name of security. It cannot be used both ways to the disadvantage of the Servicemen including the Ex-Servicemen.
The basic question is if we are to be equated with the Civilians then why the Fundamental Rights are abridged! That is the fundamental question. Then we should have the right to strike work, to go slow and not go to front and not to accept postings to dangerous places as the IAS do [like not going to Maoist Areas. And get special concessions for going to A&S Islands and NE] and all other things they do.
If this approach is agreed to in general then one has to find a constituional expert who is renowned and willing to challenge the Constituion. Then we have to collect funds and provide him all the references and the material he needs. In USA many have challenged these hypotesis and won.
Please do circulate wiidely to elicit cooperation for this course of action. I would like to think this keeps other options open and which can be pursued concurrently.

Dildar Nagar Rally - Feedback summary and afterthoughts
Dear and Respected Sir,
On behalf of all ESM of Dildar Nagar area, I thank you for visiting the area and hearing the local problems and challenges faced by the ESM of the area and addressing the rally organized by them. The ESM and local leaders of Gazipur, Jamanian, Sahuka, Buxar, Dildar Nagar Gahamar, Bhadora and Baliyan and other nearby villages were deeply touched by your personal military family background. They were also very hopeful about the points they raised during meeting other than OROP. To warm up the rally and to rev up the audience it was decided that the local speakers speak first before they get the opportunity to hear from you. This email aims at summarizing the points of those local speakers as well.
I was with the local ESM for an approximate period of one week and this gave me a chance to meet several ESM personally and to have small, local meetings and get-togethers with them. Thus I have to humbly say that these interactions enables me to understand their lives, their problems and the kind of help, support and actions they are looking for from the IESM HQ in Delhi. The gathering would have been much larger but due to the severe weather conditions and late running trains the ESM strength was not as much as expected but it was still respectable.
Most of the senior old ESM firmly believed that your visit will sort their problems and grievances once and for all. Many of them had not even seen a general in their entire service duration and they were thrilled and excited to hear from you.
Sir, with respect and humility, I will now try and voice the opinions of the thousands of local ESM from that region. The ESM community there believes that besides the primary goal of OROP, there are certainly many other issues relating to ESM welfare that they think should be taken up by IESM HQ. I am in full agreement with your view on OROP that it is a long term fight, in the meantime there are certain regional and local points that I would like to bring to your kind attention:
(a) How can IESM HQ help put pressure on local authorities and agencies to help ESM relating to the very basic services Like ECHS, CSD Canteen, District Sainik Board , Pension Paying banks, and other welfare organizations. We must ALSO think in terms of 'micro' issues and their resolutions rather than only focusing on the otherwise national OROP issue.
(b) The Record Offices and other bodies are not helping the needy old pensioners and widows as well. Bribes and commissions are being extorted for simple things like monthly pension and arrears.
(c) Depending on the increasing ESM strength, opening of new institutes and organizations for ESM welfare like Central Schools, CSD and ECHS.
(d) Organizing recruitment rally in the area for the wards of ESM.
Outputs of the Dildar Nagar rally:
(a) New leaders have been Identified and they have already started working for the membership drive and medal deposition.
(b) Large number of ESM joined IESM and are emotionally charged and more medals will be brought on 14th Mar from that area. I will personally remain in touch with the new local leaders.
(c) Awareness about IESM, its activities and its past successes.
On a final note, the memorandum and the points given to me in writing by the local ESM are with me which I will send across to you via courier as soon as I am able to.
Once again I personally thank you for visiting Dildar Nagar and the near by areas. It was a pleasure to host you there.

I am in full agreement with u regarding finances for IESM.Earlier I had written to Satbir stating that v need finacial cells in various parts of the country in order to generate adequate funds to maintain momentum,because mere contributions of membership fees will not suffice.
I cannot contribute physically,however I have decided to put in part time effort thru self,reatives,neighbours,fellow golfers & society at large,to generate funds for IESM.
To day is my wedding anniversary,what better day to commence a noble deed of helping a noble cause which the IESM has adopted.Today, I shall deposit a cheque FOR RS 15000,in IESM HDFC account mentioned in ur appeal.
There after I shall appeal to my children,my family& friends to contribute for a just cause which IESM is persuing.
I shall approach neighbours,fellow golfers,businessmen (known & unknown),for donations.
I have an ambitious target of generating 1 lac in calender year 2010.
After todays contribution I have rs 85000 to b collected in 10 months ie 8500 per month.Let us see how much I manage.

An Appeal and A Request.
Maj Gen PK Renjen, the Treasurer of IESM brought out recently, during the IESM Governing Body Meet on 31 Jan 2010, that the financial position of IESM is in tremendous distress; so much so, that, we hardly have money to fund our events & activities. For all those who have not known Maj Gen PK Renjen, I would like to say that Maj Gen PK Renjen, (ex-GOC 3 Mtn Div), is an epitome of Honesty, Integrity & Humility. I salute him for his dedication & commitment to the cause. As Treasurer of IESM he has done a remarkable job; and, I hold him in great esteem & regard.
As per rules, whatever money the IESM received by way of Membership Fees, has been invested as “Fixed Deposit’ in the Bank; and, it is only the “Interest Amount” that accrues out of the ‘Fixed Deposit’ that can be utilized for funding various events & activities of IESM, viz. printing of posters, organizing Ex-Servicemen Rallies, etc. Needless to say that the amount that accrues as interest is very small and is NOT adequate to fund IESM events & activities. Though no doubt, a few of our Veterans* have been very kind & gracious to donate money to IESM for funding IESM events & activities; not much is left to carry on our Movement. [* When we talk of Donations, the first name that comes to my mind is that of Veteran Cdr KK Punchhi, who residing in Canada, donated Rs. 50,000; and, the second one is, Veteran Gp Capt Vidhyadhar, residing in Australia, donated Rs. 22,500. And of course, there are quite a few Veterans who have donated amounts ranging from Rs. 5,000 to Rs. 10,000. I must say, indeed kind & gracious of them].
Money is required to sustain any Movement and IESM is no exception. WE must realize that Corporate Houses are not inclined to donate money to IESM as they have nothing to gain. Money to sustain IESM will have to perforce come from Veterans themselves, especially the Retired Officers. I say, WE OWE IT TO OUR MEN, whom we had the privilege to command while in service. And, I for one believe that, ‘An Officer’s responsibility towards his men does NOT end with his retirement; it is a lifelong commitment’.
The Indian Ex-Servicemen Movement, is a crusade, committed to fight for the rights of Ex-Servicemen and our foremost demand is that Govt. grant MILITARY PENSION by way of One Rank, One Pension.
IESM faces a real danger of Ex-Servicemen losing faith in the Movement, in case WE do not sustain a visible proactive Movement calibrated to achieve ‘One Rank, One Pension’ by the end of 2010.
The next big event that is being planned is an Ex-Servicemen Rally at Jantar Mantar, Delhi, on Sunday, 14 March 2010, where at, a Memorandum addressed to the Hon’ble Prime Minister of India shall be signed in Blood. Ex-Servicemen Rallies are also being planned, all over the Country, on Sunday, 14 March 2010, where too, the Memorandum addressed to the Hon’ble Prime Minister of India shall be signed in Blood. In the light of above, I request and appeal to you Sirs, to PLEASE DONATE A SUM OF RS. 1000 TO THE IESM, in order to carry our Movement forward and to fund our events & activities. Veterans desirous of donating larger amounts are most welcome.

We have now made it simple to join up! The methodology is mentioned below. Also, please do encourage as many of your friends to join up as is possible!

To become member, there are multiple options:
a) Register on-line on the site. Click 'register', then click 'register online' and fill your data. Money to be deposited in your local HDFC branch into IESM account. Account details are given on the site.
b) Also on the site is an application form, if you do not wish to register on-line. Fill the form and send with a cheque or deposit locally in HDFC branch as explained above.
c) Or send filled form by email and deposit money locally.
If you cannot yourself register on line, send your application & chq to the State/ Distt/ City Convenor who is helping us with the membership drive. He will do the needful on your behalf.
Once you have registered on line, please send the completed application form(s) and the bank deposit receipt to us, as proof of deposit, by e mail or by post. If you are unable to send the application form, please send a note, along with the Deposit Receipt, giving your personal and payment details for us to connect the payment to the applicant.
Please note that the bank deposit slip confirms to us that the payment has been made and only thereafter a Membership No can be allotted.

THE ARMY is the ultimate weapon of the nation. In the words of Eisenhower, “When diplomats fail to preserve peace, the Army is called upon to restore peace and when the civil administration fails to maintain order the Army is required to restore order. As the nation’s ultimate weapon, the Army must never fail”. In a democracy, the military must remain subordinate to the civil.
The latter means the elected government and not the bureaucracy. This subordination must never be reduced to servility or subservience. The military and its chiefs are institutions whose image must be safeguarded by the government in the interest of the nation. The chiefs also play a role in ensuring this.
Britain being the “mother of parliaments” established the principle of supremacy of the civil over the military. The Indian Army raised by the British imbibed that tradition. Thus there was no hiccup in continuing with this after Independence. The Army has been executing the nation’s will and has never imposed its will on the nation. Our problem in 1947 was to transform what had been a colonial Army into a national Army. On the eve of Independence Mahatma Gandhi wrote about the Army in the Harijan: “Up till now they have been employed in indiscriminate firing upon us. Today they must plough the land, dig wells, clean latrines and do every other constructive work that they can and thus convert the people’s hatred of them into love”. The Army’s role in maintaining order during the Partition holocaust, in saving Kashmir and Hyderabad, and in defending the country, made it the most popular instrument of the state. Unfortunately, the increasing esteem and popularity of the Army among the people has been matched by the progressive diminution of the Army both in decision making and in status. This is a matter of grave concern. Both the government and the service chiefs have to ensure that their image is not allowed to suffer.
The Sukna land scam has been under the scanner of the media for nearly four months. One is confused about what exactly has happened. It is reported that contrary to a previous decision, four generals were involved in issuing a no-objection certificate to a builder for building a school on land which belongs neither to the Army nor the government. So far no report has appeared of any bribe being taken or any disproportionate assets. Four very senior officers of the Army are facing a court martial. Hopefully justice will not only be done but seen to be done — the guilty punished and the innocent acquitted. However, it is distressing that differences between the defence minister and the Army Chief about taking administrative action or disciplinary action were aired in the media. Could not this have been sorted out at a meeting between the two without publicising the differences between them? Our irrational higher defence organisation, based on the philosophy of “we” and “they”, and not “us”, continues despite the meaningless change in nomenclature from C-in-C to COAS in 1955, and of the recent change in terminology to Integrated Ministry of Defence.
This militates against an “us” approach. The manner of handling the Sukna land case has unnecessarily undermined the position of the Army Chief.
Look at the history of the Indian Army and how both failure and disagreements have been dealt with. Within a few weeks of Independence, the Army Chief was dismissed. Sir Robert McGregor MacDonald Lockhart, who took over as Army Chief on August 15, 1947, had been informed by his British counterpart in Pakistan of the preparations being made in that country for the invasion of Kashmir. He failed to apprise the government nor did he take any action in the matter. Pakistan’s invasion of Kashmir in October 1947 caught us totally unprepared. The Army miraculously managed to retrieve the situation. Sardar Patel insisted on removing Sir Robert. Sir Roy Bucher relieved him in November 1947. No publicity was given to this sacking for obvious reasons. We still had British officers serving in the Army and a British General as Army Chief for over a year till January 1949. The next such instance was the dismissal of the Navy Chief in 2000. Whatever the merit of Admiral Bhagwat’s stand on the basis of the Naval Act of questioning the government’s decision to appoint Vice Admiral Harinder Singh as vicechief, the episode and the drama connected with the removal of Admiral Bhagwat were unfortunate. Neither George Fernandes, the then defence minister, nor Admiral Bhagwat acquitted themselves too well.
There has been only one occasion on which a service chief tendered his resignation. General K.S. Thimayya resigned in 1958 over differences with the then defence minister, V.K. Krishna Menon, on a promotion case. He was a charismatic, very respected and popular Army Chief with a brilliant war record. Pandit Nehru persuaded
him to withdraw his resignation and thereafter castigated him in Parliament. General Thimayya ignored this reproach and continued to serve. He became a lame duck Army Chief during his remaining tenure. Had he chosen to resign on a more substantive issue, like neglect of defences in the Himalayas, and stuck to his resignation, he could have gone out a hero, setting the right pattern for civilmilitary relations. The nation would have been saved the humiliation of 1962. Nehru need not have died broken-hearted. By 1962, the institution of service chief had been so degraded that the then Army Chief, General P.N. Thapar, seems to have had little say in the decision to go to war with China. On his way to Sri Lanka, Nehru told the press at Chennai that he had given orders to the Army to evict the Chinese from the Himalayas. A joint secretary at Tezpur conveyed this order on a chit of paper to Gen.
Thapar. Fortunately the position of the Army Chief was redeemed by General J.N. Chaudhuri during the 1965 war, and more so by Manekshaw in 1971.
The Bofors scam ushered in an era of ongoing rampant corruption and the most blatant coverups. Hardly any of the numerous tainted political leaders have been convicted. Corruption, like a galloping malignant cancer, has been spreading to all departments of the government and to all sections of civil society. The Army has also been affected and a few general officers got involved in corruption. This has badly tarnished the Army’s image. A redeeming feature has been that unlike in the case of civilians, the tainted generals were promptly dealt with and punishment meted out to them.

Dear Brig Kamboj and Friends,
The immediate impetus for 'shooting out' this mail is a message which has come from brother, Kulbir Suri (of the King Sqn)to inform us that all the three four-star officers in our country will be from Hunter squadron of the NDA. I was in that squadron in my final term. But there is a story to tell. I think it must be placed on record for the benefit of the posterity. Here is what happened.
When the JSW was established in 1949, there were two squadrons : A and B. Then they raised two more in the second Bn, C and D. The next two were E and F. The next three were added on, one each to the three Bns. So we had A,B and G in 1 Bn, C,D and H in 2 Bn and E, F and I in the third Bn. The phonetic pronunciations at that time were
Able, Baker, Charlie, Dog, Easy, Fox, George, How, Item, Juliet and King.
At this stage, a tenth squadron was raised. "Juliet" was not acceptable to the academy as the name for a Sqn. So it was skipped. The 10th Sqn, in No. 1 Bn was named King Sqn.
So far so good. Then in 1958 we got a new Commandant, Rear Admiral BA Samson. He decided to "rationalize" the squadrons. And so the names were changed. By that time, the phonetic pronunciations had also undergone a change. The new ones were,
Alfa, Bravo,Charlie, Delta, Echo, Foxtrot, Golf, Hotel, India, Juliet, Kilo etc
I was in Easy Sqn. The new name given to us was 'Hotel' The cadet appointed the SCC in our course was an enterprising fellow; and the undisputed topper in academics. (He had stood first in our entrance order of merit and retained his position all through the six terms) The squadron commander was also an Air Force officer. The SCC was able to prevail upon the Academy bosses to designate our Sqn as "HUNTER" Sqn. We got that name, and it has stuck!! Thus while the famous "King" Sqn was reduced to "Kilo" we got a martial designation, "Hunter"
Our Squadron produced two successive gold medalists and two successive silver medalists. And now all the three chiefs are from that Sqn. I wonder if that could have happened if the name of the Sqn was "Hotel"!!!
The name of the SCC who made the difference is JOSEPH THOMAS.
Three cheers for the HUNTER Squadron. Long live the Squadron spirit. In all humility, I must hasten to confess that as a cadet, I was never able to do any thing worth the mention. But when the likes of KD were running on the field, I was never wanting in cheering them up. I shouted my throat hoarse, on more than one occasion.

Thanks for the small historical note. And I'm delighted and honoured that all three chiefs will soon be from Hunter squadron.
A few small clarifications and corrections :
Maybe Juliet was not acceptable to the academy as the name for a Sqn in the early days. However, I remember visiting NDA to see the 28th Course brother of my dear friend and course mate. At that time he was in Juliet sqn. But I'm glad to say that when we visited the academy in 2007, it was called Jaguar squadron.
As far as I know, the squadron names were "rationalized" at the instigation of Wg Cdr MD "Macy" Khanna, then a Battalion Commander. He convinced the Commandant that "squadron spirit" should be replaced by "battalion spirit." Renaming the squadrons was part of this exercise. We also started having more inter battalion competitions.
It was bad enough being called 'Easy' squadron or 'Echo' squadron. But I couldn't imagine a squadron being called 'Hotel' squadron. Our squadron commander was from the air force only in the first term. After that the incumbents were Major Kothavalla and Major Khader Ahmed. And no, I did not ask anybody for permission to change the name to Hunter. I just used it while commanding the squadron on parade. Nobody objected.
At that time Hunter aircraft were new in India and there were two squadrons in Pune. They used to fly past at our POP and also break the sound barrier. I had the good fortune to fly the Hunter aircraft 11 years later.
Three cheers for HUNTER squadron.

Thank you for your fill-up on historicity. I join you in saying ;cheers' for the Hunter Squadron. Frankly, we inherited the word Hunter when we reached final term. I was not aware that Thomas had done it. He richly deserves the credit for this very inspiring change of name.
I agree with Thomas on the names of the Sqn Commanders. Throughout my six terms we had an Army Major head the Sqn. In my Division (14 with 'E' and 23 when name changed to 'H') we stared with a Naval DO but had an Air Force officer from our III term on. Flt Lts Mehta, Sandhu and Jog were there.
In our final term Brig Hoshiar Singh took over as Deputy Commandant. In camp Torna he tried a new experiment. In five days (the duration got reduced by a day due to visit of PM Nehru on 14 Mar 1961) we had to cover 125 miles with exercises and many competitions thrown in. It was so tiring that on return on Saturday we had a heavy lunch and slept through to Moday morning. The 'Hunters' proudly picked up the Torna championship banner.

I agree with Thomas on the names of the Sqn Commanders. Throughout my six terms we had an Army Major head the Sqn. In my Division (14 with 'E' and 23 when name changed to 'H') we stared with a Naval DO but had an Air Force officer from our III term on. Flt Lts Mehta, Sandhu and Jog were there.
In our final term Brig Hoshiar Singh took over as Deputy Commandant. In camp Torna he tried a new experiment. In five days (the duration got reduced by a day due to visit of PM Nehru on 14 Mar 1961) we had to cover 125 miles with exercises and many competitions thrown in. It was so tiring that on return on Saturday we had a heavy lunch and slept through to Moday morning. The 'Hunters' proudly picked up the Torna championship banner.
