Sir,
May I congratulate Satish Kumar Bahri on making a beginning in trying to bring the warring ESMs together?
While on the subject may I, veteran of 69 years of age and who retired in 1986, make a suggestion? In those times a retired person was left to fend for himself. At least now we have some active veterans organisations spurred in by the injustice meted out by the 6thCPC and the politicians/babu combine.
All ESMs are now concentrating on the OROP goal. And nobody would have any objection to that. But at the same time shouldn't the ESMs also make a beginning to work on other matters too? I have pointed this out to IESM but my views have been ignored. And IESL, too, is not at all visible in cities like Mumbai. Isn't it a strategy of the Armed Forces to launch an attack from all sides to achieve your goal? If an impression is given to the public that the Armed Forces are fighting only for "money" how much sympathy and support can we expect? We must also show that we are fighting for our 'Dignity'.
What I want to say is that there is very little or no exposure to the general public for Armed Forces and the services they render to the nation, their tough life, difficulties, sacrifices, neglect of their families, affecting the education of their offspring etc. Only in times of war/border conflicts do the media take notice of the Armed Forces when they are glorified. But public memory being short, they are forgotten till something like 26/11 jolts them into realising that it is the Armed Forces (NSG, MARCOS) who come to their aid and not the Police/babus/politicians. It is essential to put pressure on the government/ politicians not only at the Centre but also government/politicians at the states also, who, too, desire to come to power and rule. This is true of local administrations also like Municipalities. Unless they feel that their rule is threatened at all levels, the politicians will not take notice of any protest. The protest at Jantar Mantar by IESM did make the Congress party sit up and take notice. But this had no effect in the other areas/states. In most of India, the agitation went un- noticed by the public as it was Delhi-centric. Moreover, the fight must continue whether we get OROP or no OROP.
Therefore, I feel it is necessary that the Armed Forces and veterans remain in the public eye all the time like in countries like the UK, the USA. where the veterans are revered and get exceptional treatment in all walks of life. In India, they are not only ignored but denigrated. Perhaps this is not the case in Northern states which are close to the border,where the Armed Forces are omnipresent.
In states like Maharashtra, Gujarat the lay public have the vaguest idea about the Military because they rarely see uniformed personnel who are confined to the cantonment (Colaba) area. They feel Air Force and Air India are the same organisations! The other day I was introduced to a retired Dy. Dir. of Doordarshan in Mumbai, an engineer, who when told that I am a Wing Commander (Retd of course), looked blank and was frank enough to admit that he has no idea of the rank structure of the Defence Services and that this was because of the fact that there is hardly any exposure for them. I do not blame him.
So it is time we veterans made ourselves visible by wearing something distinctive attire, like a side cap and preferably T shirts etc displaying slogans like " Do not Forget Kargil martyrs", "Army/Air Force/Navy to the Rescue", "Remember the Jawan" etc. Also it is necessary to have a constant contact with the Defence establishments in the local areas and the serving personnel to instill confidence in the minds of veterans that they are not left to their own fate and will get all help and support from the Army/Navy/Air Force Commanders in their area. There should be more functions apart from Army Day or Air Force Day or Navy day which come once a year. The agitation and visibility should encompass whole of India and not only Delhi and al year round. The task is a big one.
How to go about is a challenge for people like you and your organisations.

Aims & Objectives. In general the IESM will aim to bind the ESM fraternity together and use the talent and experience of the ESM towards nation building. In specific the aims and objectives will be, but not limited to, as follows:-
(a) To promote, support and organize suitable occupational opportunities for ESM.
(b) To provide assistance to ESM and their widows in their resettlement.
(c) To provide assistance to ESM in setting up own small scale ventures for livelihood.
(d) To provide assistance to all ESM in matters concerning medical, pension, grants etc.
(e) To organize social, cultural, educational and recreational events for the benefit of ESM and their wards.
(f) To periodically hold conferences, meetings, seminars, lectures and visual shows on topics of interest to the ESM.
(g) To pursue with the Centre and State governments for removal of any discriminatory rules and provisions adversely affecting the interests of ESM.
(h) To pursue establishment of Just & Fair place of Defence services in the country i.e. functioning of Defence services in a democracy.
(j) To undertake any other task considered appropriate by the Governing Body.
Areas of Immediate Concern. To strongly take up important issues/ problems affecting the ESM like:
Constitution of Ex Servicemen Commission at the National level to look after welfare measures of the ESM. The ESM commission should be headed by an ESM and to have members from the ESM including ESM Widows.
Guaranteed Re-settlement/ Reemployment of servicemen on retirement until the age of 60 years or in the alternative, suitable enhanced compensation till attainment of 60 years of age.
To restore status, respect and self esteem which has been eroded in the past 60 years.
Revamping of ECHS Scheme so as to make it user friendly for all types of medical care, including super specialized care thereby improving the health care of ESM.
Representation of the ESM on all committees and other such bodies constituted for the purpose of looking into matters affecting the interests of the ESM.
Single window service to be established in all Civil/Govt. offices to avoid difficulty and delay of ESM problems.
Once a year a free railway warrant of the class authorized to be given to every ESM and his/her spouse of the life time.
Taking up case for Defence Constituency like graduate constituency for the serving & retired defence personnel to safeguard their interests in the Parliament & state legislatures. Till this is accepted asking for nominated members?
Taking up with state governments for allotment of residential plots & industrial sheds for the ESM’s.
Taking up cases collectively for removal of injustice through legal means
Building up funds by voluntary contributions as prescribed to have resources for building, office & legal aid.
To liaise with the services to help the PBOR’s in resettlement..

Most of us are not clear as to what is happening we all want to score points on each other we should have a common web site where all inputs can be sent and then what ever info is can be shared by all we can also by this will be able to create a confidence in all which is lacking at present as officers of major rank and bellow are of the view that senior are only interested in their cake.

Dear Veterans,
Some us have promptly converted the 2100 crores given by the FM to the net average increase in pension @ Rs1460/= pm for the personnel other than the Commissioned Officers. My interaction with many reveals that this increase has delighted all and they are of the view that it is OROP for them. Delighted they are because initial pension revision got 25% more and now another 20% is likely to be added. Handsome is it not!
Let us take the case of a Naik of ‘Y’ Group.
He gets a pension of 4850 as on today
His revised basic pension is therefore 4850/1.22 = 3980
His basic pension before revision is therefore 3980/2.26 = 1770
His revised basic pension was fixed as 1770 * 2.26 = 4001 ie. 4010
This 1770 is @50% and not 70%. If it was at 70% the basic pension would have been 1770 * 1.4 = 2480
His revised basic pension would have been 2480 * 2.26 = 5610. A net increase in the raised basic pension to the extent of 5610 – 4010 = 1600
He would be drawing today a total of 5610 * 1.22 = 6850
Hence the net increase by this budget proposal is 6850-4850 = 2000 ie. 41% increase as on 01 July 2009.
The above illustration is more or less a true picture, subject to some fine tuning. I am given to understand that prior to the Vth CPC, pension was @70%, which was changed to 50% by the Vth CPC. If that is the case, you will agree that the Government has just restored 70%, which was one of the demands after Vth CPC recommendation was implemented.
Similar is the logic for those whose pension has been fixed as per Annexure iii. Thus all pre 2006 pensioners of a particular rank other than those of Commissioned Officers draw same pension if their pension is fixed as per Annexure iii and not as per Annexure i.
Now let us talk on OROP. The basic pension for all the pensioners today is at the bottom of the pay band as per annexure ii & iii, provided they have completed a total service 33 years including the grace period. Thus talking of a colonel with 26 years and another of 35 years of service, you find that they get the same pension 26050. Similar is the case with respect to all others. Is it not OROP? Except that those whose pension fixed as per Annexure i being higher than that of Annexure iii, get different pension though of the same rank.
Hence the claim by the Government that OROP has been granted for all the ESM (pre 2006 pensioners) can be interpreted as correct at its intrinsic and not implied meaning. The phrase ‘One Rank One Pension’ means to the Government and many of the ESM that the pension for two persons holding the same rank is the same. This was the case pre 1970.
Now Brig Rangachari correctly highlighted another paragraph from the speech of the FM which talks of rank based pension with no regard to the year of retirement. A few proposals have been put forward by various people claiming the same. Some chose the notional pay as the mean of the minimum of the pay scale as per the fitment tables of SAI and the maximum of the corresponding Pay Band. Some chose the maximum of the pay scale as per the fitment tables of the SAI as the notional pay. In any case the proposals are not in tune with OROP as propounded by ESM. “No two soldiers holding the same rank and same total length of service to their credit shall draw different pensions.” By this it is implied that more years of service entitles higher pension even if the rank is the same.
By these proposals referred to above some, who drew pay less than the notional pay at the time of retirement benefit and the some who drew more pay stand to lose. Government may choose to oblige us because by the law of average the financial implications may work out to be advantageous to the Government. The seniors suffer a loss in their pension which goes to the junior. Is it want intended by seeking ‘OROP’.
This is the precise reason why I was harping on Absolute Parity in Pension, the parity in pension between two soldiers holding the same rank and same length of service, the date of retirement being immaterial.
Let us see what happens!

Therefore, as an Ex-Sergeant of the Indian Air Force, I believe that it is time for us, the JCOs and the PBORs that we support the Officers in fighting back with the powers that be, to include them also under the Scheme of highly deserving OROP. Till such time, we could give a wake up call to all the JCOs and PBORs to defer / forego the benefits of the recently announced OROP, which may fetch us only about Rs.2000/- per month or so. But the support which we
may extend to the officers in their further course of action is much more valuable.

REVISION OF MINIMUM SPECIAL FAMILY PENSION & PAYMENT OF ARREARS (WIDOWS OF SEPOYS, NAIKS & HAVILDARS)
REVISION OF MINIMUM SPECIAL FAMILY PENSION & PAYMENT OF ARREARS (WIDOWS OF SEPOYS, NAIKS & HAVILDARS)
The minimum Special Family Pension was increased from Rs.2,550 to Rs.7,000/- as per PCDA (P) Most Important Circular No.410 dt.13.05.09 para 4.2. In the meantime the Banks have revised the existing Special Family Pension of Rs.2,550 into Rs.5,763 as per the tables attached to MOD letter dated 11.11.08 and calculated arrears from 01.01.06 to 31.08.08 for 32 months and paid 40 % arrears during Sep 08/Oct 08 and awaiting to pay the remaining 60% arrears on getting instructions from the Government.
The earlier MOD letter dt.11.11.08, which authorized revision of pension of Pre-2006 pensioners did not specify the amount of minimum Special Family Pension. Therefore, pending the revision of the Special Family Pension, the existing Pre-2006 rates of Special Family Pension was consolidated as per para 4.1 of the MOD letter dt.11.11.08 and as per the tables in Annexure I attached to MOD letter dt.11.11.08, the pre-2006 Special Family Pension was revised to Rs.5,763 (Annexure I Page.9) and arrears calculated up to Aug 08 and 40% arrears was paid and thereafter the consolidated revised rates of Special Family pension is being paid.
In the circumstances, the MOD letter dt.04.05.09 (Para 4.2) and PCDA(P) Allahabad, Important Circular No.410 (Para 4.2) revised the minimum Special Family Pension from Rs.2,550 to Rs.7,000/- w.e.f. 01.01.2006. It has therefore become necessary to re-calculate the arrears payable from 01.01.2006 to 31.08.2008 at the new rate of Rs.7,000/- w.e.f. 01.01.06 and pay the additional arrears on 40% immediately and recalculated 60% arrears to be paid later.
In order to arrive at the correct arrears amount, a separate calculation has been made for such cases which can be followed. The re-calculation to be made in two parts. One from 01.01.06 to 30.8.08 for arriving at the additional 40% arrears payable immediately and the other part from 01.09.08 to 30.06.09 to arrive at the arrears of pension payable as a result of revision of Special Family Pension from Rs.2,550 to Rs.7,000/-.
As result of the increase in the minimum Special Family pension from Rs.2,550 to Rs.7,000/- each eligible Special Family pensioner i.e. widows of Sepoys, Naiks and Havildars & equivalent ranks will get additional 40% arrears of Rs.16,848 and arrears in difference in pension payable up to 30.6.09 Rs.14,790, thus a total of Rs.31,638/- have to be paid immediately.

The MOD letter revising the minimum Special Family Pension to Rs.7,000/- was issued on 4.5.09 and the implementation instructions were issued by the CDA(P) Allahabad through their important circular No.410 on 13.5.09. It is more than two months passed, none of the Banks have made any attempt to re-calculate and revise the pension of these poor widows.
It is unfortunate that none of the welfare associations come forward to help these widows to get their revised pension and arrears. While very big organizations fight for increased pensionary benefits, but they fail to monitor the implementation of the existing little benefits to the poor PBOR families. I have seen, when the Lt Cols Pay & Pension were revised, lot of e-mails, calculation sheets were floated all over the net for immediate payment. But in the case of PBOR pension calculations, all are silent. This is not a good attitude of ESM Welfare organizations.
The membership of an organization cannot be increased without meeting the affected people/ pensioners face to face and doing justice to them. This is very important.
The Author of Blog indianexserviceman.blogspot.com, with his own efforts and with the help of one dedicated member, was instrumental in getting arrears to the tune of Rs One crore during the past 10 years to poor PBOR pensioners and increased the membership of the Association to more than 3000.
Of course, it was a great struggle to build the Association for the past 10 years. But due to the influence of some vested interests with selfish motivation, the sacrifices done by the honest workers in the past are not remembered and ultimately, the general welfare of the whole community is paralyzed again. Only God can save the PBORs and their families.

While very big organizations fight for increased pensionary benefits, but they fail to monitor the implementation of the existing little benefits to the poor PBOR families. I have seen, when the Lt Cols Pay & Pension were revised, lot of e-mails, calculation sheets were floated all over the net for immediate payment. But in the case of PBOR pension calculations, all are silent. This is not a good attitude of ESM Welfare organizations.
The membership of an organization cannot be increased without meeting the affected people/ pensioners face to face and doing justice to them. This is very important.
The Author of Blog indianexserviceman.blogspot.com, with his own efforts and with the help of one dedicated member, was instrumental in getting arrears to the tune of Rs One crore during the past 10 years to poor PBOR pensioners and increased the membership of the Association to more than 3000.
Of course, it was a great struggle to build the Association for the past 10 years. But due to the influence of some vested interests with selfish motivation, the sacrifices done by the honest workers in the past are not remembered and ultimately, the general welfare of the whole community is paralyzed again. Only God can save the PBORs and their families.

1. The scheming and manipulative Indian bureaucracy has finally succeeded in its six decade game plan of emasculating the defence services. The babus have, with finesse, manipulated the Congress led UPA government to divide the Indian armed forces into two separate blocs- Aam Aadmi (POBR) and the presumed pampered elitist (Officers). In one treacherous stroke, the one dependent firmament of the Indian nation has been both fragmented and politicized. And the stroke is the award of the benefits of OROP to PBOR and its intentional and malicious denial to Officers. Only the future can tell what the consequences of this historic decision will be.
2. The present government perhaps assumes that their act will effectively garner them the votes of serving and retired POBR and their families. Just as their vote bank policies of polarizing civilian electorate on the basis of religion, caste and region. The resultant backlash of this blatantly partisan and unjust decision, among the serving Officers of fighting formations will cost the country dear in terms of dedication and mutual loyalties between Officers and their men. The veterans of course will be virulently against the present government. The babus and netas appear to be cocky and confident that the minuscule Officer class is in no position to retaliate and they would come back to them groveling.
3. Having achieved nothing by appeals, requests and feeble protestations, the veterans should now unite at the national, state, district and panchayat levels all over India. We should now create a working and functional Organisation at national level and politically work out the method of bringing justice for all ESM and their dependants. Token and knee jerk actions are neither noticed nor taken account of especially by the hierarchy of the present political set-up.

Asadullah Khan was granted a pension by the Mughal Empire. But the British Resident curtailed its remission. He was told that 'his case had been referred to the Court of the Company bahadur in Calcutta' Khan was forced to undertake a long and arduous journey to Calcutta, during which he fell sick.
He returned to Delhi after six months, with no success. Driven to penury he was imprisoned for gambling and unpaid debts. But what he received in return for all his misery was the inspiration to write words of profound wisdom and lasting value. I quote one which I like.
Ranj se khungar hua insaan to mit jaata hai ranj
Mushkilen mujh par padi itni ki aasaan ho gayin
Ranj: This untranslatable Urdu word is a mix of pain, helplessness and anger
Khungar: means 'getting used to' or 'becoming accustomed'
If OROP eludes the veterans, as it has for the past 25 years, it is possible that we will be compensated by the Lord in some other way. For those who may not know, Asadullah Khan is the given name of Mirza Ghalib.

Finance Minister, in his budget speech, has just announced a little in-crease in pension exclusively for PBORs in the garb of ONE RANK ONE PENSION.
If I am not wrong "The Tribune" has explicitly clarified that the govt. has decided to remove an anomaly which was created after 5th Central Pay Commission when the pay/ pension for defence personnel was revised again in Oct. 1997.

The Govt has decided to substantially improve the pension of defence pensioners below officer rank.
Meeting a long-pending demand of over a crore defence veterans and 12 lakh serving jawans, the government substantially increased the pension of ex-servicemen.
The new, revised pension would be implemented beginning this month, Finance Minister Pranab Mukherjee told the Lok Sabha while presenting the Budget for 2009-10.
In essence, the government has accepted the recommendation of the high-level committee headed by Cabinet Secretary K M Chandrasekhar that was set up in April to look into the defence pensioners' demands.
"Based on the recommendation of the committee headed by Cabinet Secretary on 'One Rank-One Pension' (OROP), the government has decided to substantially improve the pension of pre-January one, 2006 defence pensioners below officer rank and bring pre-October 10, 1997 pensioners on par with post- October 10, 1997 pensioners," Mukherjee said.
The pre-January one, 2006 pensioners were affected following the implementation of the Sixth Pay Commission recommendations last October, while the pre- and post-October 10, 1997 pensioners were impacted by the Fifth Pay Commission recommendations.
The Finance Minister also noted that the decision to increase the pensions for defence personnel would cost the exchequer over Rs 2,100 crore annually.
Mukherjee said the government had also decided to liberalise certain pension benefits being extended to war-wounded and other disabled pensioners.
Ex-servicemen organisations have been demanding OROP for several years now, as they felt that there was a disparity in the amount to personnel holding the same rank and service record, but retiring at different point of time.
Following the Sixth Pay Commission recommendations in March last year, the veteran outfits have been holding protests and rallies across the country to forcefully urge the government to concede their demand.

A clear case of "Divide & Rule"? What next is the obvious question that comes to mind.
I enclose below a 'repeat' of Lt.Gen.(retd) Harwant Singh's posting of 08 Sep 2008 to show that it may be futile to expect the 'Congress Govt.' to give the officer cadre its due. History tells us that sad story.
In such a situation, may I request for consideration:
(a) - Request IESM Veteran Officers who have not returned their medals to do so. The same to be handed over to the Rashtrapathi Bhavan.
(b) - Its HIGH TIME that the IESM took the Govt. to the Supreme Court, just like the Maj. Gens. did. Let all IESM members contribute to defray the expenses for the suit. Name the PM, Def. Minister, Fin.Minister, Cabinet Secy., Def.Secy and the Three Chiefs in the suit. Let the Law takes its course.

An email received from Lt Gen Raj Kadyan, Chairman IESM, giving IESM SITREP for 07 Jul 09, is reproduced below.
Secondly.
The amount allocated in the Indian Union Budget 2009-10 toward OROP is Rs 2100 crore. If we divide this amount by 12 lakh as stated in the FM speech, we get a figure of Rs 17,500.00 per ESM. Even if we divide this figure by 22 lakh the total estimated number of ESM, we get a figure of Rs 9,545.00 per ESM.
May be I am wrong in the above calculations - please recheck.
If my above calculations are correct - which I think is correct, then why are we making these statements against the announcements made by the FM?
I feel we should wait for the revised pension tables to be issued before we condemn the announcement made by FM and draw any other conclusions.

BUDGET ANNOUNCEMENT ON ONE RANK ONE PENSION; IMPLICATIONS

A skilfully crafted statement by the Finance Minister Mr Pranab Mukherjee on the long standing demand of the Defence Forces for One Rank One Pension (OROP), while presenting the 2009-10 budget, has created a wholly erroneous impression that OROP has finally been granted by the Congress Govt. Nothing could be further from the truth. In fact, available information indicates that the issue of OROP has not been even remotely addressed.
By bringing pre 1996 pensioners at par with the post 1996 pensioners, the Finance Minister has only rectified a 13 years old anomaly, which should have been done long ago. Revised pensions announced after the VI CPC had created three distinct classes of pensioners; pre 1996 retirees, 01 Jan 1996 to 31 Dec 2005 retirees and post 01 Jan 2006 retirees. As a result, similar personnel in each class received widely differing pensions. Equity and natural justice demanded that these artificial distinctions should have been removed whenever pensions were revised; post V and VI CPCs. Further, in a litigation relating to equity between pre and post 1996 defence pensioners, even the Supreme Court had ruled in Sep 2008 that such distinctions violated Article 14 of our Constitution. In fact, one may argue that Mr Mukherjee’s reported magnanimity is guided more by the apex court judgement than any serious concern for the Defence Pensioners.
Importantly, the distinction between pre and post 2006 pensioners remains un-addressed. It needs reminding that the demand of the Defence Forces and Defence Pensioners for OROP was, in fact, ONLY for removal of this distinction. Such indifference of the Congress Govt for the Defence Forces and veterans is all the more galling, when viewed against the President’s statement, assuring early resolution of OROP, at the recent combined session of the Parliament. And, what is one to make of repeated statements of the MoD and the Raksha Mantri that the gap in pensions between the old and new pensioners will be substantially reduced and pensionery benefits of officers and jawans brought as close to OROP as possible?
P.S.
1. While total ESM are in the region of 23 lakhs, pre 1996 pensioners (PBOR only) would be around 12 lakh only. FM’s figure of 12 lakh affected PBOR is therefore right.
2. If one divided 2100 crore by 12 lakh, one gets 17500/- . Thereafter, if one divides 17500/- by 12 months, one will get the average monthly enhancement per PBO -approx 1450/- pm per head. This, if you will all recall, is the average difference between the pre and post 1996 pensions of PBOR.

I believe that the officer cadre has so far been preaching it sacredly "The Welfare of the Subordinate comes first". But with this exercise it is pretty clear that either those persons, who are raising the storm, are not well wishers of PBORs or what ever they have been preaching so for was a mere lip-sympathy to win over the support of PBORs (96%) for their own benefits.
When the demand of change of Pay Band for the rank of Lt. Col. from III to IV was being raised, no one from PBORs raised any objection. At the same time when PBORs have been crying for a change of Pay Band from I to II for Havildars and equivalent and Pay Band II to III for Sub. Maj. and equivalent, no one who mattered in this task from the other cadre, lent their support to this cause. What a pity? Under such circumstances, whose mom the PBORs should address as aunt.
It may, please, be noted that One Rank One Pension demand will be fulfilled only when pre-2006 and post-2006 pensioners are equated which, so far, has not been promised explicitly by the govt. but is certainly on the anvil.
I, humbly and sincerely, appeal to those concerned to wait for notification and see how and what govt. gives to PBORs. If giving a few hundreds exclusively to the PBORs by the govt. harms the officer cadre, they are at liberty to do any thing they like and if it does not harm them, they should carry on the fight for ONE RANK ONE PENSION, of course, with the full support from PBORs because it will add some more coins to their kitty also.

For the Tri-city (Chandigarh, Mohali & Panchkula) we have planned homage to martyrs (in connection with the Kargil Diwas) (wreath laying, eye donation & organ pledging) in the morning (1030-1130h), and candle lighting in the evening (2000h) at the Major Shankla Memorial, Sector-2, Panchkula. A big medical and dental camp for weaker sections of society is being organised from 0900 to 1600h at the Satluj Public School, Sector-2, Panchkula on Sunday, 26 July 2009. A few lectures at selected schools are also planned. If you want more let me know earliest. Do join in the good cause. Your physical presence at the functions, more than anything else, would go a long way in confirming our commitment to society, and our own cause.

Country First
As you would recall that I had suggested the use of the marigold as a significant symbol to remind Indians of the sacrifices made by the armed forces for the nation and to remind them of the war dead and the 'Unknown Soldier'. We need to take this forward. Unlike the rose, the simple Indian marigold is used by Indians as a symbol of respect since time immemorial.
I am in the UK now. Here it is 'Remembrance Day' and the symbol for the war dead and the war disabled is the poppy. On Remembrance Day the whole of UK unites to pay homage to the war dead and the Unknown Soldier. The poppy is given to the citizens of this country and the recipient gives whatever he/ she can afford. The money collected is used for the welfare of disabled soldiers and the families of the war dead.
If the system does not do enough for the soldier in India then we need to do it ourselves. You would recall that before the 1971 War, the LIC refused to insure us against death/ disablement due to war and we had to subsequently set up the Army Group Insurance scheme. We should also similarly think of what we can do for the families of those who have sacrificed their all. The British system of Poppy Day/ Remembrance Day is a case in point.
I had also spoken about a long term strategy of what we should do 'long term'. I had suggested the setting up of a political party based on the philosophy of the Chetwode motto of 'Country First' and a strong set of values that puts country first, people next and self last. The wrangling that is presently going on between various Service groups is indicative that at the very start we are a divided lot and that if we do go by the objective of forming a political party at some point of time we will be no better than any other political party, in which case we might as well shelve this laudable aim. The country holds the Army in high esteem and we will be able to do well ONLY IF we prove that even after retirement we can be great instruments of change based on a solid set of values.

The announcement of a new system in the Union Budget for parity in pensions for defence personnel is welcome news for the troops, but it has left the officer cadre fuming.
Based on the recommendation of a committee headed by the Cabinet Secretary on One Rank One Pension (OROP), the government has decided to “substantially improve” the pensions of other ranks and bridge the gap between pre-2006 and post-2006 retirees. This is expected to cost the exchequer Rs 2,100 crore.
The government’s announcement does not cover officers, and a large number of them have expressed disappointment at being left out. Following the announcement of the recommendations of the Sixth Pay Commission, they had protested over what they perceived was a raw deal handed out to them.
The recommendations of the 6th Pay Commission had faced sharp criticism for widening the wedge between personnel who retired before and after January 1, 2006 - the cut off date for the implementation of new scales. While earlier the pensions of PBOR were calculated on the basis of the top of the pay scales, the 6th Pay Commission postulated a calculation at the bottom of scales at par with civilians since one single scale was now brought into force for all ranks from Sepoy to Havildar.
While the actual system of calculation remains hazy, sources say that it will substantially bring down the gap between retirees of various vintages. Ministry of Defence sources point out that the pensions of officers have always been linked to the pension calculation system in vogue for civil employees, whereas, Personnel Below Officers Rank (PBOR) have traditionally had a separate system in view of their service profile resulting in retirement starting from the age of 33 onwards. Even till 1996, retired PBOR of different eras were drawing almost the same pension, which was however upset by the 6th central pay commission, an anomaly that now stands addressed.

"OROP : TROOPS CHEER , OFFICERS FEEL LEFT OUT" -
Gen Harwant's article of Sep 08 is a good reminder that we are not likely to get anything out of the UPA govt. I feel that we should keep our powder dry till something comes out in writing. I was talking to AG's Br this morning and they were unaware as to what is in store ESM. Even the Secy ESW Dept was clueless. The gen feeling is that the govt wants to split the offrs and PBOR and deal with them piecemeal.
We should act on the following lines:-
a) All ESM orgs should give in writing to IESM that they support it fully and if necessary become its members. Numbers matter.

Meeting a long-pending demand of over a crore defence veterans and 12 lakh serving jawans, the government substantially increased the pension of ex-servicemen. The new, revised pension would be implemented beginning this month, Finance Minister Pranab Mukherjee told the Lok Sabha while presenting the Budget for 2009-10.
Ex-servicemen organisations have been demanding "One Rank One Pension" (OROP) arising out of pay commission recommendations, as they felt that there was a disparity in the amount to personnel holding the same rank and service record, but retiring at different point of time.

Both these decisions will be implemented from 1st July 2009 resulting in enhanced pension for more than 12 lakh jawans and JCOs. These measures will cost the exchequer more than Rs.2,100 crore annually. Certain pension benefits being extended to war wounded and other disabled pensioners are also being liberalised."

PUNE: With 45 per cent of ex-servicemen of Maharashtra settled in the Pune region, the Union Budget's one-rank-one-pension' announcement spelt good cheer. However, most of beneficiaries now await the actualities of how they stand to benefit from the move.
Under the Union Budget for 2009-10, the government has increased the pension of ex-servicemen. The new and revised pension will be implemented beginning this month, finance minister Pranab Mukherjee told the Lok Sabha while presenting the Budget.
"Based on the recommendation of a committee on one-rank-one-pension', the government has decided to substantially improve the pension of the pre-January 1, 2006, defence pensioners below officer rank and bring pre-October 10, 1997, pensioners on par with post-October 10, 1997, pensioners," Mukherjee said during the presentation.
It may be noted that the pre-January 1, 2006, pensioners were affected following implementation of the Sixth Pay Commission recommendations last October, while the pre- and post-October 10, 1997, pensioners were impacted by the Fifth Pay Commission recommendations.
For long, organisations of ex-servicemen had been demanding that the disparity in pension to personnel holding the same rank and service record, but retiring at different points of time, be removed.
"The decision will benefit a large number of soldiers, especially those who retired before 1996," said Bhagatsinh Deshmukh, former director of Maharashtra State Sainik Welfare Board. "Still, this is just an announcement. The realities will show after the full details are revealed."
According to Deshmukh, nearly 60,000 defence personnel retire in our country every year. Out of this, 10 per cent are from Maharashtra. There are around two lakh ex-servicemen in the state at present. Most of them are settled in the Pune region, which has five districts including Pune, Solapur, Kolhapur, Sangli and Satara.
"We are happy that our pensions have been increased," Maruti Lawate, a retired solider told TOI. He also said that he and his other colleagues are now waiting to go through the details of this decision.
Another ex-serviceman, Dattatraya Jadhav, said, "An increase or making the pensions equal was much-needed. Especially in these times of increasing inflation," he said. "In some cases, junior officers or people who have served for a less number of years are getting more pension. This kind of discrepancies would go after this decision."

New Delhi, July 6: Officers in the armed forces were today unhappy that they were ignored despite the Rs 2,100-crore payout for pensioners that Pranab Mukherjee announced on the recommendation of a panel that studied the demand from veterans for “one rank one pension”.
Military veterans have been demanding equal pension to soldiers of the same rank with the same length of service since the early 1980s.
This May, after many representations to the government, the Indian Ex-Servicemen Association asked its members to “return” their merit and gallantry medals as a mark of protest. Nearly 13,000 medals were deposited at Rashtrapati Bhavan after that call. The Centre then asked the cabinet secretary to look into the demand.
Mukherjee said today the Rs 2,100-crore payout would benefit over 12 lakh personnel below officer rank — soldiers and junior commissioned officers (JCO). These are soldiers who retired as sepoy, naik, havildar, subedar, naib subedar and subedar major (and their equivalents in the navy and the air force).
A subedar major who retired after January 2006 — a JCO at the top of the scale among the personnel below officer rank (PBOR) — draws a pension of Rs 10,795 a month. There are over 24 lakh ex-servicemen in the country.
Mukherjee said the Centre would hike the amount given to personnel below officer rank who retired before 2006. The amount would also be used to bring PBOR pensioners in two categories — those who retired before October 10, 1997, and after that— on a par.
“This is not an acceptance of our demand for one rank one pension,” Major General (retired) Satbir Singh, the vice-chairman of the Indian Ex-Servicemen Association, said.
“It is merely a bridging of the gap for pensioners who retired before October 1997 and after that. And this also does not apply to officers. If one rank one pension is meant to be given only to the other (non-officer) ranks, it is a serious negative fallout (of the demand that we have made).”
Serving officers do not speak out on government decisions because rules forbid them to. But it is widely acknowledged that the ex-servicemen association’s demands are supported by serving and retired personnel.
Allocations retained
Mukherjee today retained February’s interim allocations for the armed forces in his budget for 2009-2010. The allocations were a 34 per cent hike over 2008-2009. The total budgetary outlay for defence is Rs 1,41,703 crore (compared to Rs 1,05,600 crore in 2008-2009).
The air force gets a capital outlay for new and continuing acquisitions of Rs 19,959.22 crore, about Rs 3,000 crore more than in 2008-2009; the army gets Rs 17,767.85 crore, a hike of Rs 6,637 crore over the last fiscal; and the navy Rs 11,873.78 crore, including a hike of Rs 2858.53 crore, for expansion of its fleet.

I have been reading your mails forwarded by many a friend
it is sure very apt to remember the martyrs of kargil
the units along with survivors celebrate the VICTORY.
but has any one ever given a thought about another element
THE BATTLE CASUALTIES - DISABLED WAR VETERANS and
ever facilitated them
Unfortunately a lot of BRAVE HEARTS who live a life of anonymity,
kind courtesy the ARMED FORCES , have been forgotten into the dusk
of operations and truly are the LIVING DEAD of the armed forces and this country.
One ought to be ashamed to have for-gotten this element. But none are,
as you may be aware. The AG"s branch AHQ and MOD have no record
after the battle casualties are invalided out of service and are treated as
ordinary pensioners.
So, that is why the lot is fighting a lone battle for their rights and emoluments
none of the ESM's, IESL or IESM have raised a whimper over the DISABILITY

it is sure very apt to remember the martyrs of kargil

Unfortunately a lot of BRAVE HEARTS who live a life of anonymity,
kind courtesy the ARMED FORCES , have been forgotten into the dusk
of operations and truly are the LIVING DEAD of the armed forces and this country.
One ought to be ashamed to have for-gotten this element. But none are,
as you may be aware. The AG"s branch AHQ and MOD have no record
after the battle casualties are invalided out of service and are treated as
ordinary pensioners.
So, that is why the lot is fighting a lone battle for their rights and emoluments
none of the ESM's, IESL or IESM have raised a whimper over the DISABILITY

I have read the newspaper reports as well as the shenanigans of Brig R K Gulia.
The Cabinet Secretary has made the presentation to the Hon’ble Prime Minister a few days back.
Ostensibly they have given modified parity to bridge the gap between old and new pensioners. From what little one could gather from the newspaper clippings and so called submission by our great friend and mentor in Brig R K Gulia, it seems that the report is neither parity nor its modified version. At best it is a half-hearted effort for bridging the gap.
Disturbed by this situation we are trying to repair the damage through the leadership. On 4 Jul. 2009 I had a very useful meeting with the Hon’ble Raksha Mantri and tried to convince him about the futility of the Cabinet Secretary report. I requested him to take matters in his own hands and give us our dues.
His response was very positive. Our efforts would continue till we are able to repair the damage done by the self-seeking NETAS of ex-servicemen. Copy of the letter on the matter given to him is given below.

Respected Antony Sahib,
During over 30 years of my work for the cause of ex-servicemen, I have always had only the Congress Govt taking up the problems of ex-servicemen seriously and finding an acceptable solution.
2. It was no surprise when the Prime Minister was kind to appoint a Group of Ministers to attend to our one single most important problem of ONE RANK ONE PENSION (OROP) in 2005. They gave us full parity with Fifth Pay Commission Rates. In other words they gave us OROP with Fifth CPC Rates under your Govt only.
3. The Sixth CPC rather then give us full parity with their rates and maintain the established precedence not only consciously changed that but also brought in several other anomalies. The Congress Govt again came to our rescue by appointing various Committees and finally the Committee of the Cabinet Secretary to solve our problems. This Committee has made the presentation with regard to their recommendations to the Hon’ble Prime Minister.
4. As per several newspaper reports they claim to have given a modified parity to bridge the gap between the old and new pensioners.
5. Whatever little information we have, it seems that their award is neither parity nor its modified version. As regards the bridging of the gap is concerned they may have bridged the gap to an extent but failed to utilize the formula that was used for bridging the gap between pre and post 1986 pensioners by the High Level Empowered Committee (HLEC) in 1991, of which The Hon’ble Prime Minister and I were members.
6. The people who had always created the problems for us can never do justice to us as arbiters of our needs. It is the leadership that has to take a decision what they want to give and how they want the SAVIOURS of the Nation to be treated and then give directions for executing their decisions.
7. There are the following possibilities that could do justice to the ex-servicemen and on which you have to take a call:-
(a) The leadership wishes to give OROP. In this case you have a ready solution from the report of the GOM appointed by your Govt in 2005. Their report recommended full parity with Fifth CPC rates. On the basis of that report order full parity with Sixth CPC Report.
(b) The leadership wishes to bridge the gap between old and new pensioners. For this we have the formula that was applied in 1991 by the HLEC of which The Hon’ble Prime Minister and I were members. By this formula we will have Rs. 10-46 less than the current pensioners. This would be acceptable provided it becomes pension increase formula for all future increases in pensions.
(c) The leadership wishes to find another acceptable solution. For this the solution is appointment of another HLEC in which we are represented. We can always come out with an acceptable solution.
8. On the first two solutions the papers exist in the MOD. The third one can be found by the HLEC.
9. May we appeal to you to kindly help the ex-servicemen by solving this one single most irksome problem once for all and win the goodwill for yourself and the party for all times to come.

However if someone had done a few years less a certain amt per year was deducted. But not due to the fact that he had not reached the maximum of his rank. Why cannot it be done the same way now? It is since the "Administrators of Public Money" took it upon themselves to apportion a major portion of public money for their ilk that we got shortchanged. I do not see any reason to feel guilty of being greedy, when no one else in this country does.
Services have been too naive to accept things in the "interest of the country". Lets stop it forthwith. Do not be taken in by the explanations of the civil servants. They are neither civil nor they behave like servants. There is a very small minority of them who appreciate our contribution to the countries security. Most see us as competitors who lose out when people compare them with us. Be aware of your worth.

A 21 Salute to Raj Chatterjee by Maj Gen Surjit Singh
Dear Friend,
I am an avid reader of 'middles' by Raj Chatterjee, and I had always wondered why he had not published an anthology of his writings in the form of a book. Last week, I saw on the Internet that a collection of his published pieces has been brought out by Penguin under the title, "The Boxwallah and the Middleman" To my surprise, the book was not available in any bookstore here in Chandigarh. Old Thomas came to my rescue, and against his credit card the book was shipped from Bangluru to me within 48 hrs.
What followed was an enchanting six days of reading and re-reading his 550 word stories told in an inimitable manner. The book was un-put-downable. It took me away from the humdrum of pensions and their iniquities/inequities. Suddenly, life seemed less serious. After a long time I read this form of prose. I think the world is the poorer ever since PG Wodehouse went off the scene. No on reads him any more, and old "Jeeves" has passed into the pages of history.
I have, nonetheless, been glancing at all the mails emanating from the veterans on their suggestions to 'rationalize' pensions and thus resolve anomalies. Some of the tables amuse me rather than educating me. I really wonder whether any one of us oldies (me included,of course) can create a table which would satisfy every body. Old Raj Chatterjee would have put it in the following manner:
"I have authentic information to believe that the government has decided to withhold the issue of the revised instructions on pensions until all associations of the ESM have had a fair opportunity to present their case, along with the suggested tables. This is to ensure that no one is denied an opportunity to have his say in the matter. Indeed, the government is indebted to the author of the suggestion that all past pensioners be given a 3% rise every year. This would reduce the immediate burden on the exchequer and also give the pensioners something to look forward to. Indeed, since this is an 'increment' it should be linked with the performance of the veteran during the year. Therefore, every pensioner would be required to prove that he has been a gentleman all through the year. With the 'life certificate' the veterans will be required to produce a certificate from all the members of the family and the neighbours that he has conducted himself in a congenial manner during the year. Of course, the document will need to be certified by an appropriate authority"
I think Mr Raj Chatterjee has a valid point. This mechanism will improve the image of the old soldiers and also keep tempers in check.
My hero took pre-mature retirement from ITC in 1964 and receives no pension. OROP means a lemon to him. He has survived since then on a regular regime of churning out words. And he has not starved!

‘APIP’ or ‘OROP’- Simply Put

1. Definition of OROP "One Rank One Pension" (OROP) was the terminology, presumably, coined by Sri KP Singh Deo, while reviewing the pension policy for the Armed Forces personnel, way back in 1985. OROP existed prior to 1970. A soldier (the word is used to mean all ranks in all the wings of the Armed Forces), in those distant days, was granted pension based only on the rank he held when he retired, provided that he was eligible for pension. More length of service put in by him did not earn him more of pension. Sri Singh Deo suggested, again presumably, that OROP should mean ‘same rank same total length of service same pension’. Since then OROP meant just that, with a different definition to include the service element unlike the pre 1970 vintage. The definition is:
“No two soldiers holding the same rank and same total length of service to their credit shall draw different pensions.”
2. The definition implies that as and when the pay of serving soldiers is revised the effect of such revision on the pension per force is applicable to the existing pensioners at the time of pay revision. In other words the pay of the ex-servicemen (ESM) also is revised, of course notionally, for the purpose of revising the pension and the pension accordingly revised. Thus parity between two soldiers is absolutely established (APIP). The spirit of OROP / APIP is the recognition of the special status of a soldier and not the increase in pension.
3. Fixing the Pay in the Revised Scale. Bound by the mandate that ‘pensioners of the same rank with same total length of service must draw the same pension’, the pension has to be related to the prevalent revised pay. Therefore, the fixing of pay, in the revised scale of pay (RSP), has to be judiciously done.
4. Initial Fixation of pay. It is absolutely necessary, at this juncture, to accept the special status of a soldier due to his and his family’s sacrifices and, the hardships he has to undergo while serving and on forced early retirement. Having accepted the special status of the soldier, the initial fixation of pay for a soldier must, more appropriately and judiciously, be done as described below:
· First step – Take the bottom of the equivalent RSP as basis for fixing pay.
· Second step – Build up his pay granting annual increments, equal to the number of increments he had drawn in the existing scale of pay (ESP) for each year of his service, taking into account the financial upgrade due to the concept of assured Career Progression (ACP) / time scale promotion.
· Third step – Thus, arrive at the correct pay commensurate to the total number of years of service to the soldier’s credit.
This may sound complicated. But for an accountant, it is a simple matter of drawing two tables one for the commissioned officers and one for the others, in a time frame of a few hours. I have already drawn these tables and attached as Appendix ‘A’.
5. On the contrary, the initial pay fixation as on 01-01-2008 in terms of SAI 1&2/S/2008) has been complicated due to the application of arbitrary formulae without any rationale. In the bargain, the SAI has led to bunching up two levels in the ESP by granting one increment in the RSP, for most of the soldiers in the various ranks. In other words, one who earned more number of increments and hence higher pay is now drawing the same pay as that of a soldier one year junior to him. As expected, the whole serving soldiers’ community has mutely accepted this injustice.
6. Revision of Pension To make things worse, the revision of pension was devised ignoring the rationale mentioned above adopting more complicated and arbitrary formulae independent of the revised pay to which the ESM is rightly eligible, notionally of course. Thus anomaly rose in violation of ‘OROP’ or ‘APIP’. See Appendix ‘B’ for illustration.
7. The Correct Method. If the notional pay for an ESM is correctly fixed as described in para 4 above, the correct pension is easily and in a fair manner calculated for the ESM. As the notional pay in the revised scale, commensurate to his rank and the total length of service is known, his correct pension is easily and in a fair manner calculated for the ESM. The pension as shown in the tables at Appendix ‘A’ is worked out as a proportion (70% in the case of ranks from sepoy to Havildar, 60% for JCOs and 50% in others’ case) of the total of the pay so determined, the Grade pay, the Military Service Pay and Group pay where applicable.
8. Conclusion OROP or APIP can be assured, only by opting for the fair and just method as described in para 7. While addressing the issue of OROP, it is essential to consider the possibility of
· treating the retired soldiers other than the Commissioned officer as of one group namely X Group, so that an ESM of the same rank with same length of service gains equality in the retired life by earning same pension,
· granting pension at pro-rata basis for those who have served for a few years (say a minimum of five years) as a token of recognition of the noble service they rendered in protecting the nation, so that they have a sense of pride attached to them.
· Granting pension at 60% to Junior Commissioned Officers who are also retired quite early in their life.
· Granting any other awards and special components of the pension (like the disability pension) as a proportion or a multiple of the basic pension.

The case of SL Commissioned officers and Officers passing out of the A C College has to be separately dealt, taking into account the combined service in the various ranks the officer was holding before being commissioned. One point however worth mentioning now is that the Service Qualifying for Pension (SQP) can be counted by adding to the years of service as commissioned officer with 40% years of qualifying service in the other ranks. The SQP so arrived can be used for determining the eligibility for part, full, and maximum pension.

Anomaly
Case of a Sepoy of ‘Y’ Group
This shall lead to anomaly in fixing pension in contradiction to the concept of OROP. Let us illustrate the case of a Sepoy, belonging to ‘Y’ Group. Pay fixation is in terms of SAI 1/S/2008. ACP benefit of GP of Naik on completion of 8 years, Havildar 16 years and Nb Sub 24 years has been considered. Annual increment @ 3% on Scaled Pay plus Grade pay is permitted wef 01-01-06. Pension is worked out @70%.
Case 1 Emoluments (Scaled Pay + Grade Pay + Military Service Pay) and pension of Sepoy enrolled post 01-01-2006

Case 3 In the case of a Sepoy who is a pensioner as on 31-12-2005 having retired on completion of 16 years of service, the scale post 01-01-1996 was 3250-70-4300. Hence in the 16th year he is entitled for 4300 as basic pay. A Sepoy retiring in the year 2005 has to have 6 years of service in pre 1996 scale of pay. Hence it appears that his basic pay was fixed wef from 1996 such that he could reach only maximum of 3448 (not 4300) and his pension @50% was 1724.
· The result. His pension post 2006 is fixed as (1724*2.26) = 3897
Whereas had he been given the benefit of notional pay commensurate to his 16 years of service as 4300, his pension would have been at least (4300*1.13) = 4859
“Now study the various figures shown as pensions and compare the reality of 3897 to the possibility of 15080. Draw your own conclusion if the pay revision, its implementation and the consequent application for the revision of pension have any semblance of fairness and justice towards the ESM community.”

1. Definition of OROP "One Rank One Pension" (OROP) was the terminology, presumably, coined by Sri KP Singh Deo, while reviewing the pension policy for the Armed Forces personnel, way back in 1985. OROP existed prior to 1970. A soldier (the word is used to mean all ranks in all the wings of the Armed Forces), in those distant days, was granted pension based only on the rank he held when he retired, provided that he was eligible for pension. More length of service put in by him did not earn him more of pension. Sri Singh Deo suggested, again presumably, that OROP should mean ‘same rank same total length of service same pension’. Since then OROP meant just that, with a different definition to include the service element unlike the pre 1970 vintage. The definition is:
“No two soldiers holding the same rank and same total length of service to their credit shall draw different pensions.”
2. The definition implies that as and when the pay of serving soldiers is revised the effect of such revision on the pension per force is applicable to the existing pensioners at the time of pay revision. In other words the pay of the ex-servicemen (ESM) also is revised, of course notionally, for the purpose of revising the pension and the pension accordingly revised. Thus parity between two soldiers is absolutely established (APIP). The spirit of OROP / APIP is the recognition of the special status of a soldier and not the increase in pension.
3. Fixing the Pay in the Revised Scale. Bound by the mandate that ‘pensioners of the same rank with same total length of service must draw the same pension’, the pension has to be related to the prevalent revised pay. Therefore, the fixing of pay, in the revised scale of pay (RSP), has to be judiciously done.
4. Initial Fixation of pay. It is absolutely necessary, at this juncture, to accept the special status of a soldier due to his and his family’s sacrifices and, the hardships he has to undergo while serving and on forced early retirement. Having accepted the special status of the soldier, the initial fixation of pay for a soldier must, more appropriately and judiciously, be done as described below:
· First step – Take the bottom of the equivalent RSP as basis for fixing pay.
· Second step – Build up his pay granting annual increments, equal to the number of increments he had drawn in the existing scale of pay (ESP) for each year of his service, taking into account the financial upgrade due to the concept of assured Career Progression (ACP) / time scale promotion.
· Third step – Thus, arrive at the correct pay commensurate to the total number of years of service to the soldier’s credit.
This may sound complicated. But for an accountant, it is a simple matter of drawing two tables one for the commissioned officers and one for the others, in a time frame of a few hours. I have already drawn these tables and attached as Appendix ‘A’.
5. On the contrary, the initial pay fixation as on 01-01-2008 in terms of SAI 1&2/S/2008) has been complicated due to the application of arbitrary formulae without any rationale. In the bargain, the SAI has led to bunching up two levels in the ESP by granting one increment in the RSP, for most of the soldiers in the various ranks. In other words, one who earned more number of increments and hence higher pay is now drawing the same pay as that of a soldier one year junior to him. As expected, the whole serving soldiers’ community has mutely accepted this injustice.
6. Revision of Pension To make things worse, the revision of pension was devised ignoring the rationale mentioned above adopting more complicated and arbitrary formulae independent of the revised pay to which the ESM is rightly eligible, notionally of course. Thus anomaly rose in violation of ‘OROP’ or ‘APIP’. See Appendix ‘B’ for illustration.
7. The Correct Method. If the notional pay for an ESM is correctly fixed as described in para 4 above, the correct pension is easily and in a fair manner calculated for the ESM. As the notional pay in the revised scale, commensurate to his rank and the total length of service is known, his correct pension is easily and in a fair manner calculated for the ESM. The pension as shown in the tables at Appendix ‘A’ is worked out as a proportion (70% in the case of ranks from sepoy to Havildar, 60% for JCOs and 50% in others’ case) of the total of the pay so determined, the Grade pay, the Military Service Pay and Group pay where applicable.

1. In future no commissioned officer retires below the rank of Colonel. However, this table provides for the Majors and Lt Colonels of Existing Service Pensioners. If they had retired on completion of the term of engagement the shortfall for the qualifying service of 30 years for maximum pension may notionally added.
2. In the case of Major being applicable only to ESM community and placed in PB3 the pension is calculated @55%
3. In the cases of Major Generals and above Rs6000, the MSP component has been notionally added to the maximum of the pay band failing which an anomaly arises.

The case of SL Commissioned officers and Officers passing out of the A C College has to be separately dealt, taking into account the combined service in the various ranks the officer was holding before being commissioned. One point however worth mentioning now is that the Service Qualifying for Pension (SQP) can be counted by adding to the years of service as commissioned officer with 40% years of qualifying service in the other ranks. The SQP so arrived can be used for determining the eligibility for part, full, and maximum pension.

Anomaly
Case of a Sepoy of ‘Y’ Group
This shall lead to anomaly in fixing pension in contradiction to the concept of OROP. Let us illustrate the case of a Sepoy, belonging to ‘Y’ Group. Pay fixation is in terms of SAI 1/S/2008. ACP benefit of GP of Naik on completion of 8 years, Havildar 16 years and Nb Sub 24 years has been considered. Annual increment @ 3% on Scaled Pay plus Grade pay is permitted wef 01-01-06. Pension is worked out @70%.
Case 1 Emoluments (Scaled Pay + Grade Pay + Military Service Pay) and pension of Sepoy enrolled post 01-01-2006
· In the first year in the RSP 6250+2000+2000 as Sepoy 10250
· On completing 16 years if notionally promoted as Havildar (ACP 2nd promotion)

Case 3 In the case of a Sepoy who is a pensioner as on 31-12-2005 having retired on completion of 16 years of service, the scale post 01-01-1996 was 3250-70-4300. Hence in the 16th year he is entitled for 4300 as basic pay. A Sepoy retiring in the year 2005 has to have 6 years of service in pre 1996 scale of pay. Hence it appears that his basic pay was fixed wef from 1996 such that he could reach only maximum of 3448 (not 4300) and his pension @50% was 1724.
· The result. His pension post 2006 is fixed as (1724*2.26) = 3897
Whereas had he been given the benefit of notional pay commensurate to his 16 years of service as 4300, his pension would have been at least (4300*1.13) = 4859
“Now study the various figures shown as pensions and compare the reality of 3897 to the possibility of 15080. Draw your own conclusion if the pay revision, its implementation and the consequent application for the revision of pension have any semblance of fairness and justice towards the ESM community.”

Dear Veterans,
We are all set to organise " KARGIL DIWAS " on Jul 26. I, as the State Convener of Chhattisgarh, am trying to play my role in consolidating the ESM strength and motivating the youth to join the Armed Forces. Once upon a time, young men used to look upon the Services with awe and admiration. All that is lost. National Defence Academy, Officers’ Training Academy & Indian Military Academy were premier institutions. Bollywood beauties used to hunt for Armed Forces Officers to accompany them on the dance floor. That was the charisma and magnetism, an officer had. Now situation has changed because we have not changed with the time and system. Our rugged and rigid ideas have made us incompetent. Worst is that our brethren openly acknowledge it. Life in the Armed Forces in late 70s had changed drastically and cut throat competition was introduced. As a result, we had become experts in cutting our own feet.
Post Kargil ( courtesy due to e-media ) battle field glamour journalism came into existence. It was so pronounced that a series of films were produced but none was like “HAQEEKAT”. There were number of so-called patriotic songs but none could match “ Aye Mere Vatan Ke Logo ”.
Now, the country feels that KARGIL DIWAS is an important day to commemorate. We as a Nation, have fought many battles and wars. Unfortunately, in the Army, some Battalions and Regiments celebrate “Battle Honour Days” of British era. I remember, a battalion pompously displayed “ Sword of Rani of Jhansi ” as a captured weapon and felt proud. Even after a lot of persuasion the Battalion resented to restore the HONOUR & GLORY it deserved. I was in the Ceremonial Directorate in the Army HQ and could pursue the case to the extent that a MoD direction was issued. I feel that a Commemorative calendar should be drawn for the citizen of this Nation and the Services, as well as, ESM organization should ensure that these days are adequately publicized and observed. Many of us, may be unknowingly, mention CELEBRATION of these days. We should use this term for ARMY DAY, NAVY DAY & AIR FORCE DAY. Other days are to be venerated. Lets us honour our BRAVE.
Public participation is a must and we should rope in associations like Rotary, Lions, JCI, etc at the National level. Captains of Corporate Sector can be invited to fund activities.
I am also upset on the matter that we were so engrossed in OROP & Kargil Diwas, that we forgot to pay homage to Field Marshall Sam Bahadur ( as was affectionately known ) on his first death anniversary. We all know that he was not accorded a proper final farewell wherein neither the RM nor the Chiefs attended the cremation. After public outcry, a hurriedly organized Obituary function was held in INDIA GATE. Even the Companies of which he was on the Board of Governors have paid any homage to The Legend. The only function was at 58 GTC where his bust was installed. IESM may think of starting Manekshaw Scholarships for Meritorious students of PBOR or a Trophy/ Award for Outstanding personalities in various fields. This would be a true homage.
OROP.
Formulae are being drawn and speculations are rife. As of now, I have heard nothing as Government Decision on OROP, which was to be declared on 30 jun. Whether it is President of India or the PM, they will have excuses to delay this, just like Liberhan Committee which has been submitted its report after 17 years and expenditure of crores to national exchequer. Many incorrect information are also being circulated and many veterans are in a state of confusion. It is giving an impression that some ubiquitous senior –ranking veterans are playing a game for personal gain. Recently, names of Senior Officers were drawn for the Armed Forces Tribunal. The remuneration was also mentioned against. It was appalling to note that the Officers accepted to that figure. It would have been rather magnanimous and worthy for the Officers to render their duty honorarily.
ESM Organisations
As of now, a retired soldier, sailor or airman does not have the faintest idea about ESM set-up. We speak of one umbrella. That’s a far – fetched idea. Solidarity amongst organization can only come if we have a common platform. So, there is a need to influence the MoD to start a Veterans’ Forum where representatives of all ESM bodies( registered or not ) can collectively meet on a fixed date and thrash out differences. We have many local ESM bodies and many semi-ESM organizations which are working for welfare of ESM. They should also be heard. Gen Khanduri, had to quit the post of CM and a senior Veteran lost the election in a state which is predominantly ESM heavy. What a shame ! It is all because ESM bodies are divided.
I vehemently and passionately feel that IESM should not seek support of any ESM organizations but form a sturdy team of veterans to march ahead on their own. In times to come, other ESM organization will surely lend support if our mission is on the right path. Veterans are free to join any or as many organizations until we declare that we are a political party. If we fail to come up to the standards and aspirations of Veterans, then we must be ready to pay for it.
DGR and Kendriya Sainik Board
This set-up is not only defunct but utterly corrupt. Every ESM openly acknowledges it. I think IESM as an Organization should take up this issue with MoD that the DGR itself should be staffed by ESM. This organization should provide the first relief and occupation. ESM who have retired after superannuation or Medically boarded out ( militarily attributable ) for 2 years or more and are below 58 years of age for Jt Directors and below and below 62 for Directors and above may be appointed on 5 Years contractual basis.
The State Boards should be also on similar lines. MoD should be compelled to accommodate ESM into parallel Government / semi – govt set-up. Bi-annually or as suitable, “Placement Mela” should be held in every zone under Command HQs. Similarly, Regimental Centres should also organize Campus Placements. For this, they may also employ ESMs to set-up Vocational Training & Placement Cell. In this manner, both will be benefitted – a win win situation. Government will save a lot in Pension budget and ESM will be doing constructive job. As of now, DGR is making Faltu Chowkidars out of trained and disciplined force. DGR should only place ESMs in Central / State Government run Security Agency or directly on the Pay roll of PSUs and Large corporate.
The other day, I read about Smt Thota Venkattasubbama, 88 yrs old from Guntur ( AP ) who became widow with a small child of a soldier who died in WW II, when she was 24, has received pension after 64 Yrs. Similarly, Smt Prammela of Medak ( widow of L / Nk who died in 71 )received her pension after 39 yrs. I suggest that DPLC be also manned by ESM with adequate staff to tour various corners of the Country.
I request that Senior Veterans to do some brain storming on the above issues. This is no time for Chinta ( worry ) but Chintan ( introspection ).
Lastly, an anecdote …….but quite true
*An elderly couple was watching TV when a TV evangelist came on air to pray for the sick.
The evangelist said.. "For those of you who are sick, I want to pray with you so that you can be cured of your sickness. Place your right hand on the part of your body that is suffering from disorder, and raise your left hand."
The husband placed his right hand on his privates, raised his left hand, and closed his eyes.

See the Army has opened a Medical College in Delhi on Government land,is using the service of the Base Hospital (an interservice asset) but is restricting admissions to children of Army Personnel only. Even in welfare the 3 Services can't pull together.
The Services need a better leadership with an inclusive philosophy. Only then will it percolate down to all ranks and be carried on as ex-servicemen. ( I hasten to add that Senior ex-servicemen, steeped in the British culture were far more broad minded and inclusive in their approach. The same can't be said for the post-british influence Officers).

In its letter no. IESL/DS/9 dated 2-6-2009, addressed to Maj. Gen. S.P. Kochar ADG PS5 – Adjutant General Branch West Block – III RK Puram New Delhi – 110066, Indian Ex-Services League, Punjab & Chandigarh, has stressed upon the entry of Date of Birth of ex-servicemen and widows in their PPOs so that Pension Disbursing authorities (PDAs) can make the payment of the additional pension to the pensioners, which have become due to them after completion of 80 years of age and above, as provisioned by Govt. of India, Ministry of Defence, Deptt. of Ex-Servicemen Welfare in their letter no. 17 (4) 2008(1)/D (Pen/Pol) dated 11/11/2008 and suggested that the Record Offices should be advised to make efforts to complete this job by writing to individual ex-servicemen regarding confirmation of Date of Birth since most of the ex-servicemen (PBORs), living in villages and eligible for this additional pension, are illiterate and even un-aware of this benefit.
But it is a pity that no action has so far been taken by Records Offices or Pension Sanctioning Authorities (PSAs) in this case. It is pertinent to note that Veterans in this age group are most vulnerable to say good by to this world and in case of widows, they are absolutely not aware of any procedure to seek the restoration of family pension after the demise of their husbands. With such complexities and delay on the part of Record Offices and PSAs, the soldiers are being killed inch by inch.
Now the league has knocked the door of Director, Defence Pension, Sh. Harbans Singh, in the deptt. of Defence Welfare, Ministry of Defence, South Block, Sena Bhawan New Delhi , vide its letter no. IESL/13/2006 dated. 29-06-2009 to appraise him about this obstacle confronting the Veterans in getting additional pension, with request for an early solution to this problem.
It is a good effort on the part of IESM and other ESM organizations to fight for One Rank One Pension but it is equally good if Big Brothers in Delhi can spare some time to remind the authorities, who matter in this, about such problems faced by veterans lest Sgt. Mela Ram (80 years), Sub. T.S. Sawhney (82), Nb. Sub. Pritam Singh (98), Nb. Sub. Ajit Singh (83), SWR Malhara Singh and many other like them will leave for their heavenly abode while waiting for payment of their additional pension.

Dear Pravesh (Maj Gen PK Renjen),
I have just seen the formulation that you and Barin had worked out.I find the 'synopsis' patently rational,,just and eminently balanced.My sincere congratulations to you both.It would be a pity if it does not attract attention of the Decisionmakers, for whatever reasons.You have followed a 'principled' and visionary approach and not followed a 'grabbers' mindset. The latter does not quite gel with the 'military ethos'!!!
I have scanned through some of the other proposals. They all mean well for the veterans and I wish them well; but their cogency and rationale did not quite stand out like yours.It felt more like 'grab as much as can' , like the 'wallstreet wizards' of late.And look where they have landed the world? Maybe I missed out on something in those proposals - am getting rusty.But am still sharp on one point-the day we get too clever and compromise on 'dharmic' values of soldiering, such as crabby pursuit of money/material; IA would have lost more than all the gains.Justice indeed, but as so well put by your wise General"no more no less".
I wish you all the very best.
A parting thought-OROP was just one battle- the Veterans deserve good ldrship as IESM has provided thus far, for many future fights- do gain the high ground for those, starting with lakhs of members.

Thanks for the clarification and the commitment that all ESM orgs will be carried along. You i am sure are aware that one org alone cannot carry out this task alone. Otherwise the bureaucrats will take advantage of our divisiveness. I am glad you have assured everyone about it. It would be helpful if you could put up the table on the net for the info of all ESM.

I wish you had called me on tele/mob as I have been doing info you on impt /urgent matters . There is one & only one proposal finalised in your as also in presence of others on 15 June that has been sent to MOD & handed over to the cabinet secretary after presentation . Views of Maj Gen Satbir Singh on OROP

1. Thanks for your mail. Your contributions to the cause of ESM welfare is highly appreciated.
2. I would however request you that, we should wait for the Govt orders, analyse them and then plan our future course of action. Purely going by the News paper reports, that the recommended proposal will cost the Govt approx Rs 600 crore, one can clearly discern that it will be nowhere near the OROP. The earlier estimates of OROP which appeared in the News papers indicated Rs 2200 crores per year for grant of full OROP. Your saying that the Cabinet Secretary has recommended very very near to the OROP may not be correct.
3. Col Sohi there is only one interpretation of OROP ie all past pensioners must get the same pension as is given the new pensioners with same length of service and same rank and it should remain so all the time ie OROP should be granted in perpetuity. Going by this as a concept, anything less than the above will not meet the ends of Justice.
4. I request all ESM Organizations and ESM to Unite and continue the efforts Unitedely to get Justice for defence Personnel.

After 6th pay commission basic pension has increased for all ranks. It is expected to go up further with something coming out from Committee of Secretaries streamlining Pension anomalies created by the Pay Commissions.
Those retiring after 1.1.2006 have been issued fresh PPO and again 50 percent of revised pension has been commuted, thus giving them more commutation value than what they got earlier. In my opinion the same concept should be applicable for all pre 06 defence pensioners up to the age of 75 years or 15 years, whichever is earlier.
Civilians retire at the age of 60 and pension commuted for 15 years ie upto the age of 75 years. Armed forces personnel who retired before 1.1.06 got hardly any commutation value compared to those who retired after 1.1.06 with same rank. It is far worse for those who retired before 1996.

Comment: I wonder if the commutation woes will be addressed at all for all ESM who retired prior to 2006. The bureaucracy would love to push this issue under the carpet forever!
