Subject: IESM Perceptions at root levels

Dear Sir

I am writing this mail to bring to your notice some perceptions that that i have come across during my interaction with officers and men.This may please be taken in the right spirit.


IESM has not issue beyond OROP
Even in OROP they having brought the issue to the boil their presentation and home work appears to be inadequate.What was presented to the Government as seen from the letter of Gen Kadiyan is very hollow.There was inadequate home work and fact gathering and analysis.
The IESM does not seem to be doing anything beyond OROP as there is no activity on net suggesting any work on other issues which could have been taken up simultaneously.The issues that could and should have been taken up for study are
ECHS/
Payment of dues by banks in a shabby manner
Issue of PPO to all
Widows resettlement (particularly Kargil Widows)
Seeking setting up of a ESM commission
Setting up of a separate pay Commission as a statutory body so that in future we are not at the mercy of rulers of that time.

If these issues are taken up for ground work now the IESM can at least show that they have intentions of doing something actually.

Besides these the IESM does not seem to have moved on the following


Setting up of a proper organisation(At least a Chart depicting what we want to set up)
Ensuring contacts with PBOR who are major chunk and we need to get them to join forces.
We are calling ourselves a Federation but there is not even an inkling of a Federation like structure that we have in mind.To the extend we don't even know what form a ESM organisation needs to fill up to become an member of the federation,What fees we will charge the ESM organisation and what reps will come on board the Committee of IESM.
Our membership should be around 7000 (at an average of (500+200+100/3)) per head by any reckoning if the amount collected as mailed by Gen Satbir Singh is correct.Our net shows only 2000 or so.How does one convince those who wish to join that we are growing?
We are still email and Internet centric which has limited our reach.Maharashtra for instance is a huge state where communications by Internet are poor or not used by PBOR in huge numbers.We must find means of reaching them.Pune core group effort in getting the attached item published in a few local papers has had a telling effect in awareness of IESM in remote areas.We must think of a cheap means of reaching the PBOR.May be a quarterly newspaper.Lack of communication is a major complaint against IESL.
