Just to add an observation on OROP:

The concept of OROP has been misinterpreted at various levels as the same ramk same pension irrespective of other factors as differing length of service, the period for which the rank was held at the time of retirement with corresponding increments in the rank etc. In a masterly 'Analysis of the Cabinet Committee's Recommendation dates 30-Jun 09', Maj Gen Radhakrishnan had pointed this out and introduced a more appropriate phrase-Absolute Parity in Pension (APIP) in the place of One Rank One Pension (OROP). This would clarify the position as 'Same Rank, Same Length of Service Same Pension' including thus the influence of varying average emoluments due to varying length of service as well. This would also be in keeping with the spirit of the observations of the Supreme Court.

Dear Sir

The other day I just read that our DSP had been promoted to SSP and now he is expected to take over as Commissioner of Police at Erankulam in Jan when he is expected to be elevated to DIG. He is from 1996 IPS batch. Even with all the restructuring-including Col at 20 (has it been notified yet?) we are no patch on them and they are no patch on the babus either. I do not know if any veteran has got any data on the career progression of these IAS/IFS/IPS lot so that a tabular comparison can be made and, if necessary, advertised in the media.

I made an attempt but the info provided by the DoPT is so vague that it cannot be tabulated in any worthwhile manner.

Also there was a report that the intake at IMA has increased. Given an earlier report that QR should be relaxed as a one time measure to make up the shortage of officers I get the feeling that even though it was officialy opposed by services hqs then it has now been quitely put through.

Lastly, the National Ex-Servicemen Co-ordination Committee is going for a rail roko on 15 Dec. In Kerala it being done only at Ernakulam. Though I do not consider it wise to cause harassment to the common public , it appears that it has become the only language that the people in the corridors of power seems to understand.

regards n bw
